## Summary

South Oxfordshire District Council has concluded a public procurement process for the "Demolition and redevelopment works at Haseley Trading Estate". The procurement, under the open procedure, focuses on building construction work, including the demolition of existing warehouse facilities and the redevelopment of the site into a depot for fleet vehicle maintenance. The procurement aims to accommodate waste and recycling collection operations without serving as a waste transfer station. The project is located in the UKJ14 region, with key dates spanning from the initiation of the tender in May 2025 to the award announcement in October 2025, and the contract execution starting in December 2025. The contract duration extends until July 2026, with a gross project value of £9,065,016.

The tender presents substantial business growth opportunities especially for SMEs in the construction and demolition sectors, such as those specialising in site preparation, clearance, and building construction work. With a focus on quality and price, businesses with expertise in these areas could significantly benefit from the procurement. The project requirements include asbestos removal, safe demolition practices, and redevelopment-oriented improvements, which can particularly attract firms proficient in complex environmental management and construction tasks. Companies like large-scale construction firms or SMEs with a proven track record in managing similar projects present favourable candidates for competing in such tenders.

## Notice

Former site is currently warehouses and offices and used for the manufacturing of garden machinery, including lawnmowers. Warehouses range from 8 to 10 metres in height. Combination of two storey and single storey buildings. This work will include the safe removal of a small quantity of asbestos that could not be removed during the enabling ACM removal works due to its location at the base of the fixed frame of the roller shutter doors and mains incoming electrical supply switch. These minor phase 2 ACM removal works will need to be undertaken as part of the safe demolition and site clearance Works will consist of demolition of all but one warehouse (located toward the southeast of the site) and creation of hard standing areas/parking. The new site would be used as a depot for parking waste and recycling collection vehicles, street cleansing and maintenance vehicles and where members of staff would operate from. The proposed depot would not be used to store or dispose of waste or operate as a waste transfer station. The current plan is to redevelop and retain one of the existing buildings and make improvements to the site. The external cladding will be largely retained; however, some areas will need to be removed to allow for the new roller shutters and windows. There will also be elevations that will require existing roller shutter openings to be blocked up. The new office accommodation will be provided within the retained warehouse toward the eastern aspect of the floorplan; the remainder of this warehouse will be used for fleet vehicle maintenance and storage. The office will be single storey and be of a lightweight construction with metal stud infill walls between SHS columns. These will all be fixed into the existing ground floor slab. The roof construction will consist of primary steel beams with timber joists within webs of steel with plywood deck. Full fill rockwool insulation will be provided between the joists, and these will be underscored with plasterboard to minimise void and negate the need for void detection.
