## Summary

CRESCENT PURCHASING LIMITED, a sub-central government authority in the UK, is planning a tender for a new Temporary and Permanent Staff Recruitment framework. This initiative falls under the services industry category and is set to run from the procurement house in Salford. Currently in the planning stage, this procurement process aims to replace an existing framework set to expire on 17th July 2026, with pre-market engagement scheduled to begin at the end of 2025. The actual tender is expected to be issued in early 2026, providing suppliers ample time to prepare submissions. The framework will cover comprehensive recruitment services, likely involving various lots, though specifics remain undecided. The new framework intends to launch on 18th July 2026 and will remain active until 17th July 2034.

This tender represents a significant business growth opportunity, particularly for recruitment agencies capable of providing both temporary and permanent staffing solutions. The framework's open approach encourages participation from small and medium enterprises (SMEs), ensuring a diverse range of providers can compete. Businesses specialising in servicing the education sector or the broader public sector should find this tender particularly relevant. Participating in the pre-market engagement process offers an excellent opportunity to shape the framework, strengthening business relationships within the public sector and enhancing competitive positioning. This upcoming tender serves as a platform for organisations eager to expand their footprint in the recruitment services domain.

## Notice

CPC's current Temporary and Permanent Staffing framework will expire on 17/07/2026 and as a result a new framework will be tendered for this requirement. Information on the current agreement can be found at: https://www.thecpc.ac.uk/services/frameworks/temporary-and-permanent-staffing-1 This framework consists of a variety of recruitment agencies that provide CPC members, primarily those in the education sector but also including the wider public sector via Crescent Services Limited, with temporary and permanent staffing via a variety of Lots including all geographical areas, neutral vendor, managed service (previously known as managed vendor) and the option of a vendor management system. It is not known yet what the Lotting structure will look like on the new framework, nor whether the framework will be an Open Framework or not. The current number of suppliers on the agreement is 22, again this is to be decided in the new framework. Pre-market engagement will begin approximately at the end of 2025, with the hopes of going out to tender early in 2026, ready for the current agreements expiry in July 2026. We would like as many suppliers as possible in the industry to assist us in this pre-market engagement to enable us to continue to provide a solution that works for our members, given the high utilisation of this framework and the ongoing issue in education of filling roles.
