## Summary

The public procurement process in question is managed by Curo Places Limited, a sub-central government public authority based in Bath, United Kingdom. The procurement process is titled "Passive Fire Safety Works," situated in the construction industry category specifically related to fireproofing work and installation of fire doors. This process has reached the tender stage with a selective procurement method through a competitive flexible procedure. The key dates include the expression of interest deadline on 30th June 2025, and the award period set to conclude on 10th October 2025. The contract is scheduled to commence on 1st December 2025 and end by 30th November 2028, with an option for a two-year extension. Note that an earlier planning stage informed the current tender through market engagement, highlighting potential risks in the procurement process.

This tender offers significant opportunities for business growth, particularly for those firms specialising in fire safety installations and refurbishments. The works will include fire door installation, fire door remedial tasks, and fireproofing, making it well-suited for companies with expertise in these areas. Firms capable of leveraging a planned and reactive work model may find this particularly favourable due to the reduced risk premium on reactive work, as indicated by pre-market engagement. Moreover, businesses equipped to handle competitive flexible procurement procedures, and those that can meet both quality and cost criteria stages, are encouraged to compete. The substantial contract value of GBP 15,544,167 provides a lucrative opportunity for growth and expansion within the fire safety sector.

### Planning Information

Curo have conducted the following pre-market engagement with various providers prior to the publication of this notice and the Act going live on 24th February 2025.
Project Team attendance at ‘The Fire Safety Event’ at the NEC, Birmingham in April 2024. This involved general marketing discussions and collections of literature with various fire safety vendors who were exhibiting at the event.
Visit to contractor in April 2024 to discuss their fire safety work with other social landlords. The following items were discussed:
• Services they offer specifically passive fire work; building remediation assessments; other areas of fire safety
• Potential for linking in with our fire risk assessment system
• Views on blended reactive and planned work
Contractor factory visit/tour in January 2025. The following items were discussed:
• Manufacturing processes
• Quality control in manufacturing
• General Q&A throughout factory tour
• Views on blended reactive and planned work
• Views on feasibility of open book model for materials
• Primary test evidence v field of application
Our pre-market engagement has told us that there is a lot of risk for contractors in the reactive work as it is uncertain, pepper potted and subject to higher rates of no access. As a result, this type of work often attracts a risk premium. Providers have indicated that by going for a combined planned and reactive contract they can offer a better blended rate on the reactive side, as they have the planned work to help them maintain productivity, so their risk is reduced.
