## Summary

Derby City Council has completed the award stage of a security services contract titled "TD2330 - Security Services". This contract, focused on safeguarding people, property, and assets, will be delivered in Derby and potentially extended due to potential Local Government Reorganisation. The procurement process employed an open procedure, and the contract was awarded to NVC Security Ltd. The total contract value is approximately £12,604,944.36, including VAT, with a potential extension spanning up to five years from the start date of 1st November 2026. The contract reflects the council's focus on value for money and operational efficiency, specifically excluding sub-contracting except for CCTV-related work, and emphasizes maintaining a local operational office for effective service delivery.

This contract provides significant growth opportunities for security service providers, especially SMEs capable of offering comprehensive, customer-focused security solutions without sub-contracting, aside from specific allowances for CCTV. Given the potential for increased demand and geographical expansion, businesses that are adaptable to governmental structural changes and capable of scaling their services could strategically benefit. Organisations that can demonstrate comprehensive security management, deliver high service quality, and engage effectively with clients will find themselves well-positioned in this renewed public procurement landscape.

The contract will provide a cost-effective, value-for-money solution that fully meets the Council's operational and financial requirements. ### Lot Information

Lot 1

Options: There is a maximum core budget for the full duration of the contract (including optional extensions): * PS8,080,092.54 (Excluding VAT) * PS9,696,111.05 (Including VAT) Due to the potential impact of the Local Government Reorganisation this value may rise from Year 3. Therefore, the total contract value may rise to PS10,504,120.29 (Excluding VAT) PS12,604,944.36 (Including VAT). These figures are estimations and due to only being in the early stages of the process the Council cannot give any commitment on these figures but would like to build scope into the Contract should the need arise. Additional Sites may be added as part of the ever changing council portfolio of sites. Local Government Reorganisation (LGR) is underway in several areas across the country and may result in changes to council structures, service delivery and responsibilities, and geographical coverage during the life of the contract. For this contract it is anticipated that the effects of LGR may lead to an increased service demand or the need to extend provision to new areas or client groups.
