## Summary

Bath and North East Somerset Council is progressing with a procurement process for the provision of Off-the-Streets Direct Access Hostel Accommodation and Management. The process is currently in the planning stage and aims to address the issue of rough sleeping in the area by offering suitable hostel accommodation. The council is seeking interested parties to participate in preliminary market engagement, with questionnaires due by Thursday, 31st July 2025. Located in Bath, UK, the buyer categorises the tender under social work services with accommodation within the services industry. The initiative is driven by the Procurement Act 2023, utilising the Open procedure to ensure transparency and opportunity.

This tender presents significant opportunities for businesses specialising in hostel accommodation, social services, and housing management. Small and medium-sized enterprises (SMEs) along with voluntary, community, and social enterprises (VCSEs) are considered suitable to compete for this opportunity. Businesses with existing premises or the capability to develop or manage accommodation facilities within the Bath and North East Somerset area can leverage this contract to expand their services and contribute to essential community support. Collaborative opportunities are also available for organisations that can work alongside the local authority to develop hostel provisions, ensuring the long-term sustainability of service delivery to the homeless population. The total value of the contracting process amounts to £2,800,000, providing substantial scope for growth and impact within the community.

Premises suitable for the hostel provision, that they can acquire through leasing/partnership agreement within the B&NES area; or c. Source a site/building within the B&NES area and, in partnership with the council, develop a hostel to meet current and future needs of homeless population. e. In the event that the council is able to secure a suitable site, work in partnership to develop and deliver a hostel to meet current and future needs of homeless population.
