## Summary

Norfolk County Council has successfully completed the procurement process for a contract titled "Specialist Historic Building Services to carry out Works on Grade II* Listed Buildings - S493945". Categorised under preservation services of historical buildings, this contract pertains to works conducted in the United Kingdom, specifically in Norwich. The procurement process, initiated through a tender, concluded with the award stage, as of 2nd June 2025, and involved reviewing quotes after an initial budget challenge. The selected supplier, R & J Hogg Limited, secured the contract after submitting the most competitive bid among several considered proposals. The contract was officially signed on 8th April 2025 and is set for an active period starting from 9th April 2025 to 30th July 2027, with a total value of £821,575 (£684,645 net). This procurement was identified as being below the threshold for competitive tendering, employing a method not explicitly detailed.

This tender provides meaningful opportunities for businesses specialising in historic building preservation, particularly those with expertise in delivering cost-effective solutions for public sector projects. Companies similar to R & J Hogg Limited, especially small to medium-sized enterprises focused on heritage building services, would find such tenders beneficial for growth by leveraging their specialised skills in public authority contracts within the sub-central government sector. Such projects not only provide substantial revenue but also offer the potential to broaden portfolios and enhance reputational standing in delivering specialised construction services.

## Notice

Working with procurement an ITQ was issued to 8 contractors. One quote was received well above budget and was rejected. On the advice of the procurement team and working with the project Architect all 8 were considered again, some were approached and two historic building contractors were asked to quote. Two quotes were received and although above budget they were comparable. R & J Hogg were the lowest of the three quotes received and are the preferred contractor subject to funding.
