## Summary

Transport for Wales Rail Limited, a utility buyer, recently concluded a procurement process for communications equipment under the category of goods. This procurement, specifically for "Help Points", addresses the need for effective communication tools in stations to ensure safety and customer service standards, complying with ORR regulations. The procurement was directly awarded to Gee Communications Ltd without competition due to the urgency of replacing defective assets. The contract, valued gross at £123,364.51, covers the provision of 34 Single Button VOIP Help Points. Located within the UK, the procurement process is complete and the contract period ran from 20th March 2025 to 30th June 2025.

This procurement provides significant opportunities for businesses in the communications industry, particularly those specialising in VOIP technology and public safety equipment. Although this particular contract was awarded directly, businesses that can offer innovative solutions and products in communications technology may position themselves favourably for future opportunities with Transport for Wales Rail Limited, as well as other public authorities facing similar needs. Companies with large-scale operational capabilities and expertise in servicing rural and semi-urban areas would find themselves well-suited for such competitive tenders, ensuring better preparedness to fulfil public sector requirements.

## Notice

TfWRL currently have defective assets, and assets that are at risk of ceasing in functionality. We must maintain ORR standards for every station to have a Help Point, ensuring our customers have a way of contacting us when in need of help, for general customer queries, or if in distress and in a vulnerable situation. The direct Award has been necessary to mitigate the risk of the defective assets posing a significant risk to passengers at unstaffed/partially staffed locations. The risk would result in passengers not being able to contact control if help is required. Noting some of these locations are in rural areas, meaning lack of phone signal could result in a Help Point acting as a point of refuge. This is a one-off purchase of 34 Single Button VOIP Help Points and power supplies.
