## Summary

North Somerset Council has awarded the "Bathing Adaptations Rotational Framework 2026", a procurement process focussing on construction works to support the Disabled Facilities Grant programme. This framework aims to assist elderly and disabled residents in maintaining independence by providing bathing adaptations such as level access showers. The procurement, classified under the construction industry (CPV code: 45000000), is valued at £6,240,000, and operates from 1st April 2026 to 31st March 2030 throughout the UKK12 region, including Weston-super-Mare. The procurement method is an open procedure, and the award phase commenced on 20th March 2026, with the framework beginning on 2nd April 2026.

This framework presents significant opportunities for businesses engaged in construction and plumbing, especially small to medium-sized enterprises (SMEs). With a rotating framework where suppliers commit to at least 14 jobs annually, successful bidders can expect a steady flow of work without the need for further competition. The framework will accommodate up to eight providers, promoting diverse participation while fostering business growth within the construction sector. Companies aiming for growth can leverage this opportunity to expand their portfolio by offering competitive pricing against a pre-set schedule of rates, ultimately enhancing their market presence in public sector contracts.

## Notice

Bathing Adaptations Rotational Framework to deliver bathing adaptations works in support of the Disabled Facilities Grant programme. The Council assists elderly and disabled residents to remain independent in their homes through major adaptations which in the main provide access e.g. stairlifts, and bathing adaptations e.g. level access showers. The framework is due to commence on 1st April 2026 and will expire on 31st March 2030. This Framework will operate rotationally, alternating providers who receive offers of work (with a maximum of 8 providers being allocated a place on the Framework). The majority of jobs will be of a similar scope/value. Each supplier on the framework will be required to commit to delivering a minimum of 14 jobs per year. Price will be set at the framework stage (suppliers will be rotated; therefore, further competitions will not be used). Suppliers are asked to price against the Schedule of Rates. The total price submissions will be ranked in order from lowest to highest with a maximum of 8 suppliers being awarded a place on the framework. The average price will be the rate paid for those items subject to agreed minor changes for each specific job.
