## Summary

NHS England is initiating a new procurement process for a national media campaign aimed at attracting Chairs and Non-Executive Directors (NEDs). This planning stage seeks to engage potential suppliers through a Request for Information, with responses due by 19 June 2025. The procurement is categorised under business and management consultancy services, with the ultimate goal of refreshing the talent pipeline due to the impending conclusion of many current office terms. Located in London, NHS England operates within the public authority sector of central government. The procurement process is valued at £120,000, with the service contract planned to commence on 28 July 2025 and potentially extending to 30 June 2026.

This procurement offers lucrative opportunities for media and recruitment agencies equipped to manage extensive and impactful campaigns. Businesses that specialise in public sector recruitment, media consultancy, and possess experience in engaging large or complex organisations could benefit significantly from this tender. As NHS England is looking for innovative ways to attract experienced individuals for pivotal roles, agencies with a robust track record in strategic campaign management are ideally positioned to compete in this process and aid in enhancing the NHS leadership diversity and capability. The clear focus on attracting first-time NHS non-executive directors makes it an attractive proposition for agencies skilled in creating tailored and effective outreach strategies for diverse professional backgrounds.

## Notice

NHS England would like to engage with potential suppliers via a Request for Information (RFI) document to understand the capacity and capability of the market. Currently we have a large number of Chairs and NEDs coming to the end of their terms of office, alongside others stepping down. We have also experienced difficulty in recruiting to these roles and we need to refresh our talent pipeline to help with future recruitment in this area. There is a general sentiment that Chair and NED roles have changed over recent years, the introduction of ICBs, increased complexity of the system and an increase in the numbers of shared leadership and group arrangements are often cited as factors. The role of the non-executive director within the NHS is incredibly important. That is why we are prioritising a national media attraction campaign to develop our talent pipeline by inviting suitable candidates to express interest in becoming a first-time NHS non-executive director. We therefore wish to engage an external media or recruitment agency to plan, create and deliver a campaign to attract 300 first time NHS non-executive directors, typically experienced individuals from a wide range of professional backgrounds who often have experience in leading or managing large or complex organisations.
