## Summary

The City of Edinburgh Council recently concluded a procurement process for the provision of "Wellbeing & Positive Relationship Support Including Stress and Distress Management", with the contract awarded to CALM Training Ltd. This falls under the specialist training services category, primarily conducted in Edinburgh, UKM75 region. The procurement was handled through a limited procurement method, specifically an award procedure without prior publication of a call for competition. This contract, valued at £400,000, was signed on 27th November 2025, marking its completion stage. Notably, the contract spans four years with the possibility of extending for another four years in increments of 12 months.

This tender presents significant growth opportunities for businesses that excel in delivering specialist training and wellbeing support services. The contract involves training delivery for approximately 300 new and 500 refresh individuals, making it ideal for experienced SMEs in mental health and safety training. Organisations capable of offering physical intervention training (safe holding) and escape techniques (disengagement) would find this contract particularly aligned with their services. The commitment to enhancing wellbeing within public service environments highlights the importance of specialised skills, offering businesses a way to leverage their expertise in public sector training and support initiatives.

### Lot Information

Lot 1

Delivery to approximately 300 new and 500 refresh individuals of specialist learning provision, including debriefing and physical intervention (safe holding) and escapes (disengagement) which can help to mitigate the risk of harm to individual persons and young people in the Council's care, and protect their wellbeing and that of employees, visitors and members of the public. Additional information: 4 year contract with the option to extend for up to another 4 years in 12 month extensions

Options: Optional extension of 4 x 1 year

### Procurement Information

This training is essential to organisational service delivery and is a statutory duty. In this instance, changing to a new system would have significant practical, resource and cost of change implications. Training of 170 to 200 facilitators to undertake the delivery of required learning, in a single year, brings risks to staff and client safety whilst maintaining "business as usual". For these reasons, there are no financially, administratively reasonable or viable alternatives available.
