## Summary

The Torfaen County Borough Council, in collaboration with Blaenau Gwent County Borough Council, is currently in the planning stage for a significant tender aimed at selecting a Development Partner for various regeneration and community wellbeing projects. The project is based in the Welsh Valleys, specifically in the UKL16 region, and focuses on construction work, development services of real estate, and architectural, construction, engineering, and inspection services. The procurement process is governed by UK devolved regulations and is above threshold, indicating a substantial contract value. The procurement is organised under the legal framework of the UK Public Contracts Regulations and includes a contract period starting on 3rd November 2025 and potentially extending to 2035. Key milestones include a market engagement event, with interested parties invited to express their interest by 31st July 2025.

This tender represents an excellent opportunity for businesses involved in strategic planning, project design, and delivery, particularly those with experience in regeneration and community projects. Companies specialising in construction, engineering, real estate development, and stakeholder engagement would be well-suited to respond to this opportunity. Engaging in this process could lead to substantial growth by partnering with local authorities to implement projects that enhance community wellbeing and attract investment to the region. Businesses with innovative solutions for sustainability and health improvement will play a pivotal role in supporting the economic and social revitalisation of the area, offering both direct and indirect benefits across local communities.
