## Summary

Leicester City Council is overseeing the procurement process for the "Leicester Children and Young People's Health and Wellbeing Survey 2025/26". This initiative falls under the health and social work services industry and aims to design, execute, and report on a survey of 10-16 year olds across Leicester schools. The procurement process has reached the award stage, with Schools and Students Health Education Unit being the designated supplier for the active contract, which commenced on 26th January 2026 and will end on 25th January 2027. This was an open competition below the threshold, following light-touch procurement regulations, with the final contract valued at £50,000 GBP, though gross expenditure amounts to £60,000 GBP.

This tender offers substantial opportunity for businesses specialising in survey services, particularly small and medium-sized enterprises, given the emphasis on health and wellbeing among youths. Companies focused on public health, educational surveys, and data analytics would likely benefit from engaging in similar procurements. As Leicester City Council is a public authority within sub-central government, firms that have experience or wish to grow business within public sector contracts would find this project advantageous. The tender methodology, which weighs quality at 70% and price at 30%, offers a balanced approach for competitive offers focusing on quality-driven solutions.

The Authority is undertaking the first engagement exercise that is a networking event as part of the commissioning process but it is NOT a procurement exercise. This is a networking event is to understand the market and gives potential providers and other stakeholders the opportunity to express their interests and feed in their views. The Commissioners will use the information to appraise options and develop a Service model. There will then be a procurement led supplier engagement session in July 2025, which will inform the procurement process and the date for this will be shared at the commissioning networking event.
To participate in this networking event, for organisations that may be interested, either individually or as part of a consortium, please express your interest in attending the event through the messaging function on the East Midlands Procurement Portal. This is also likely to allow for the service model to be drafted taking into consideration small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs), and potentially a large number of organisations.
