## Summary

Scottish Borders Council, a regional authority based in Newtown St Boswells, is currently in the planning stage of procuring services for a Children's Advocacy Service. This process, identified by OCID ocds-h6vhtk-05450a, is primarily aimed at providing independent advocacy for children and young people within the Scottish Borders region. The procurement pertains to health and social work services, with an estimated contract value of £330,000. Interested parties are required to complete a questionnaire attached to the Prior Information Notice (PIN) and submit it by 25 July 2025. The communication indicates a future notice date set for 15 August 2025, signalling ongoing developments in the tendering process.

This tender represents a strategic opportunity for organisations specialising in children's advocacy, healthcare, or social services. Businesses adept at providing independent advocacy and demonstrating a commitment to children’s rights, as stipulated under the UN Convention on the Rights of the Child, are particularly well-suited to compete. The successful service provider will not only deliver advocacy services for children and young people ranging from birth to twenty-six years but also contribute to Scottish Borders' Corporate Parenting and integrated children’s service plans. Such a role positions the provider as a key stakeholder, facilitating collaborations and driving agenda for the region’s children and family services. This presents a significant avenue for businesses looking to expand their influence and impact in the Scottish public service sector.

Provision of a Children and Young People's Independent Advocacy Service

### Lot Information

Lot 1

The Council wishes to engage a Service Provider to fulfil an independent advocacy service for children and young people in the Scottish Borders. The service will help ensure that the voices of children and young people are at the heart of decision making and their rights under article 12 of the UNCRC are respected. The service will help ensure that children and young people feel respected, included, listened to, and understood. The advocacy service will be available for children and young people from the age of five to eighteen: -whose right to independent advocacy is covered by statute, -who are in receipt of social, education and/or healthcare services provided by the partnership, -and any vulnerable child or young person whether or not they are in receipt of health, education or social care services. Support may also be required in some instances for infants and children from birth (0 years) to five (5) years, and individual(s) up to the age of twenty-six (26) years of age who are eligible for continuing care. We also require that the Service Provider will be a key stakeholder in driving Scottish Borders' Corporate Parenting and integrated children's services plan agenda. This may include, for example, helping to facilitate work with partners to deliver the Corporate Parenting and integrated services children's Plan.
