## Summary

The University Hospitals of Derby and Burton NHS Foundation Trust is actively engaging in a tender process for the supply of unlicensed special products, with the aim of supporting the East Midlands Pharmacy Collaborative's members. This procurement falls under the pharmaceutical products category and is taking place in Derby, United Kingdom. Key dates for this tender include the end of the tender period on 13th May 2026, final enquiries by 24th April 2026, and award completion by 13th July 2026. The procurement method used is open procedure, ensuring transparency and fairness. The opportunity targets goods procurement above the financial threshold, indicating a significant purchase value of GBP 500,000, with potential renewal provisions reaching until 2030.

This tender presents a promising opportunity for businesses capable of manufacturing high-quality unlicensed medical products. Particularly, manufacturers holding a 'Specials' Licence are encouraged to participate, as the collaboration with purchasing authorities may involve direct contracts. The framework is not ranked, enabling suppliers to cater flexibly to product demand based on availability, suitability, and other considerations such as shelf life and price competitiveness. Small and medium enterprises (SMEs) are deemed suitable for this contract, and those with capabilities in batch production and quality assurance are best positioned to thrive. With a focus on ensuring sufficient stock for future clinical needs, successful companies will help drive healthcare quality and innovation across the East Midlands region.

## Notice

Framework Agreement for the Supply of Unlicensed Specials to members of the East Midlands Pharmacy Collaborative (EMPC). Unlicensed specials are purchased to meet the clinical needs of patients for which no suitable licensed medicine is available. Supplier(s) should be flexible to meet varying levels of demand and to respond to clinical change and development. Participating Authorities within the East Midlands lack the capacity to manufacture sufficient unlicensed specials to meet their needs. Therefore, we are seeking supplier/s who are able to offer a high-quality, cost-effective service. Purchasing Authorities will buy these products to hold as stock, to meet the anticipated future needs of their patients. These unlicensed specials will be required to be batch produced and quality assured. It is EMPC's intention to contract directly with the Manufacturer's "Specials" Licence holder. Pre-Market Engagement meetings were held on 11th, 20th and 24th November 2025. Notes of the PME meetings are included in the Tender document set Above threshold with electronic submission and full tender documents provided when the notice has been published. The minimum tender period of 25 days has been included.
