## Summary

Westminster City Council, located in London, has awarded a contract for a Whole Life Carbon Planning Review Platform. The procurement process follows an open procedure and is categorised under services related to information systems or technology strategic review and planning services. The contract was awarded to Preoptima, a company based in Cambridge, on 1 December 2025, amounting to £700,000. The contract will commence on 29 December 2025 and will run until 28 December 2028, with an option to extend for an additional two years at the Council's discretion. The platform will provide a comprehensive digital solution for reviewing Whole Life Carbon Assessments, with licenses available for a minimum of three years, supporting unlimited users from both applicants and the Council.

This tender presents significant opportunities for growth for businesses skilled in providing digital platforms tailored to environmental assessments and IT services. Companies specialising in industry-specific software development or enterprise resource planning services would find a valuable market in collaborating with authorities keen on sustainability initiatives. By offering specialised training and continuous support, tenderers can position themselves as strategic partners in public sector carbon management efforts. The opportunity to provide ongoing maintenance and improvement services further allows for long-term engagement and development within the public procurement landscape. Small and medium enterprises (SMEs) involved in such innovative solutions are particularly encouraged to engage with these types of public contracts.
