## Summary

The Environment Agency has initiated the Groundwater Modelling National Framework for 2026-2034, focusing on services related to groundwater modelling across the UK. The tender is in the award stage as of 15th May 2026, following the open procurement method. Based in London, the Environment Agency operates under the Department for Environment, Food and Rural Affairs. The framework agreement allows the Environment Agency to partner with various suppliers, ensuring the efficient delivery of groundwater modelling services, supported by a gross budget of £21,360,000. The contract will commence on 1st July 2026 and conclude on 30th June 2034, with options to reopen the framework in its third and fifth years for competitive updates.

This tender offers extensive business opportunities, particularly for SMEs looking to enter the field of environmental services, specifically in groundwater modelling and pollution control. It encourages participation from both large enterprises and SMEs, addressing previous market imbalances by including a variety of suppliers. Businesses with expertise in design-modelling, environmental consultancy, and technical review services are well-suited to engage in this long-term collaboration with the Environment Agency, which aims to leverage their capabilities to enhance and innovate groundwater management and protection across England.

## Notice

The aim of the national framework contract is to ensure that all relevant suppliers are available to deliver the Environment Agency's groundwater modelling programme. This includes SMEs who are not on any existing framework contracts. The contract also aims to ensure an efficient and consistent procurement service for groundwater modelling across all Environment Agency Areas, with standard specifications, KPIs and performance monitoring of suppliers. The framework should address the imbalances in the supplier market which is currently over-reliant on one consultancy whilst under-using the capacity of others. The framework will allow suppliers and the Environment Agency to resource modelling work which requires scarce skills. The framework will underpin the vision of a national once groundwater modelling service which supports all Environment Agency Areas to an agreed level of service, aligning timescales of model updates to business dri
