There is significant risk that if this award was not made there would be an impact on this cohort of patients to their health. The reason for the urgency was not foreseeable by and is not attributable to the relevant authority and delaying the award to conduct a full application of the PSR would be likely to pose a risk to patient or public safety. The urgent provision is to an existing provider who holds contracts on behalf of the ICB and has been recently assessed for other contracts which provides assurance to the capability and capacity to deliver the services required over the next ten months whilst a longer terms solution is developed.
