## Summary

The procurement process for the Public Sector Broadband Aggregation (PSBA) 3.0 service is being carried out by the Welsh Government. The procurement aims to secure a service integrator to deliver a modern, secure, and resilient national broadband network across Wales, covering over 120 public sector organisations and nearly 5,000 sites. This initiative is currently in the planning stage as of 16th June 2026, with a scheduled tender launch on 9th September 2026. The procurement process includes phases like market engagement, with ongoing opportunity for prospective suppliers to engage and register their interest via email at PSBA3@gov.wales. This substantial services contract, estimated to be valued at approximately £700 million, is envisaged to start on 3rd October 2027 and extend until 3rd October 2033, with potential renewals until 2042.

The PSBA 3.0 project presents significant business growth opportunities, especially for companies specialising in IT services, telecommunications, and digital infrastructure solutions. The project calls for expertise in the integration of network solutions such as WAN services and cloud connectivity, and it offers scope for innovation due to its long-term nature and critical role in supporting public services like health and education. Businesses that can offer cutting-edge, scalable solutions with a focus on security and resilience stand to benefit greatly from this tender, making it an ideal proposition for well-established IT service providers and those with experience in handling complex public sector contracts.

## Notice

The Welsh Government is preparing to procure a service integrator to deliver the next generation Public Sector Broadband Aggregation service, PSBA 3.0, which will provide a modern, secure, resilient, and futureproof national network covering over 120 public sector organisations and almost 5,000 sites across Wales. PSBA 3.0 represents one of the largest and most strategic service integrator opportunities in the UK public sector, offering a long-term anchor contract, significant opportunity for innovation, and the ability to shape critical digital infrastructure that underpins health, education, emergency services, and government operations across Wales.
