## Summary

Warwickshire County Council, in collaboration with the NHS Coventry and Warwickshire Integrated Care Board, has completed the procurement process for the "Warwickshire Children and Young People's Early Intervention Mental Health Service (getting advice and help)." This contract aims to provide support focused on the emotional wellbeing and mental health of children and young people in Warwickshire, aged 0-18, or up to 25 if they have special educational needs (SEND) with an Education, Health Care Plan. Under the open procurement method through a competitive flexible procedure, the service's main focus is early intervention and is part of the Thrive model. The contract was awarded on 15th January 2026 to Coventry, Warwickshire and Worcestershire Mind, with the delivery set to commence on 1st August 2026, and spans an initial period of three years with potential extensions up to 2035. The procurement was characterised by key submissions and negotiations, reflecting the industry's demand for comprehensive mental health services.

This tender provides substantial business opportunities, especially for organisations with expertise in mental health services for young people. With a gross contract value of £8.1 million, providers have the potential to shape significant community health outcomes in a thriving public services market. This opportunity is especially suited for SMEs and VCSEs that can offer innovative and flexible service delivery models in partnership with larger established mental health specialists. By subcontracting or engaging in local partnerships, organisations can enhance their service reach and impact while contributing to community health initiatives. Additionally, the service delivery's expansive scope across various Warwickshire regions ensures widespread service deployment, allowing businesses to expand operational capabilities and establish a formidable presence in public health sectors.
