## Summary

The City of Wolverhampton Council, a sub-central government authority based in the United Kingdom, is leading the Independent Specialist Education Provision Light Touch Framework procurement process. This framework aims to contract with independent specialist education providers to meet the needs of children and young people with special educational needs, ranging from ages 5 to 25 with an Education, Health and Care Plan as outlined in the SEND Code of Practice 2015. The procurement has been conducted using an open procedure and has reached the award and contract stage as of June 2026. The framework is divided into four lots: Primary, Secondary, Post-16, and Post-19 phases. The awarded contracts are set to commence on 1st May 2026 and will continue until 30th April 2031, with the possibility of two one-year extensions, potentially extending the contracts up to 2033.

This tender offers significant opportunities for small and medium-sized enterprises (SMEs) specialising in health, social work services, and education for young people with special needs. With a gross contract value exceeding £89 million, there is ample scope for service providers to secure long-term business growth and contribute to educational development within the UK. The focus on the sub-central governmental framework highlights the project's emphasis on achieving best value for money while promoting diverse business participation. Due to the open procedure and the multiple lots, SMEs that emphasise quality, social value, and inclusion are particularly well-suited to compete in this framework, fostering a competitive marketplace that encourages innovation and specialised service delivery.
