## Summary

The Financial Conduct Authority (FCA) is initiating a procurement process for establishing a Framework for Court Services, currently in the planning stage. This framework includes three lots for court-ready E-bundling services, Electronic Presentation of Evidence, Live Transcription Services, and the provision of graphics for legal proceedings in the Upper Tribunal, High Court, and criminal courts. Located in London, UK, this procurement falls under the services category with a gross value of £3.6 million. Suppliers interested in participating in the upcoming online engagement events are requested to express their interest by 2nd July 2025. Subsequent market engagement activities are scheduled, with further details to be provided on 14th July 2025. The contract period is anticipated to start on 1st October 2025 and end on 2nd October 2028, with a possible extension until 2029.

This tender presents lucrative business opportunities for suppliers specializing in law-court-related administrative services, legal documentation, certification services, and graphic design. The framework promises a primary and reserve supplier award structure per lot, making it ideal for SMEs looking to secure a stable collaboration with a central government authority such as the FCA. Suppliers with expertise in e-bundling, evidence presentation, live transcription, and courtroom graphics design will find this procurement particularly aligned with their capabilities. By engaging in preliminary market events and registering on the FCA Atamis portal, companies can not only gain insight into the procurement process but also help shape the final tender requirements, fostering business growth through partnership and innovation.

### Planning Information

The FCA would like to engage with those suppliers involved in the provision of a number of court services as part of its intention to establish a Framework for Court Services. As part of this framework, the FCA intends to award this framework to cover a number of services that it utilises in its enforcement efforts. The framework is to be made up of three lots, awarding to a primary supplier and a reserve supplier for each lot. The intended lot structure will be: - Court ready E-bundling services, Electronic Presentation of Evidence (EPE), and Live Transcription Services for legal hearings and trials in the Upper Tribunal and High Court in which the Financial Conduct Authority (FCA) is involved. - Court ready E-bundling services and Electronic Presentation of Evidence (EPE) for Criminal Litigation in the criminal courts in which the Financial Conduct Authority (FCA) is involved. - Provision of Graphics to primarily support cases in criminal courts. As part of this Preliminary Market Engagement, the FCA is planning to run a number of short online supplier engagement events. To be involved in these events, Suppliers should express interest by emailing fcaprocurement@fca.org.uk. Please provide the following information: - Company Name - Registered Address - Lead Contact details including Name, role in organisation, email address and phone number. - Explanation of your expertise and experience which is relevant to this subject matter, and the lot(s) to which that expertise pertains. Following receipt of Expressions of Interest, the FCA intends to invite participants to a market engagement event in which it will provide attendees with an overview of the requirements, the procurement process and the intended structure of the framework. After this an interactive session will be held, enabling attendees to ask questions they may have regarding the procurement. Feedback provided by suppliers in this session may then be used to further refine the FCA’s requirements in a subsequent tender for this framework. We would also recommend that you register on the FCA Atamis portal, if you are not currently registered, at https://atamis-fca.my.site.com/s/Welcome.
