## Summary

The public procurement process for the "Special Care and Paediatric Dentistry (Clinic) - BHFT" contract has been initiated by NHS Buckinghamshire, Oxfordshire and Berkshire West (BOB) Integrated Care Board (ICB) and Frimley Integrated Care Board (ICB), with the aim of continuing the provision of dental practice and related services under the NHS (Personal Dental Services) Regulations 2005. The contract, valued at £5,318,797, is scheduled to commence on 1st April 2026 and will run for two years, until 31st March 2028. This process is governed by the Health Care Services (Provider Selection Regime) Regulations 2023, and the service will be delivered across Berkshire, Buckinghamshire, and Oxfordshire in the United Kingdom. The procurement method employed was a direct award process without the prior publication of a call for competition.

This contract represents a significant opportunity for businesses involved in specialised dental services and healthcare provision, particularly those with expertise in treating vulnerable groups such as children and individuals with disabilities. Companies that have a track record of delivering high-quality, value-focused healthcare services and fostering integration, collaboration, and service sustainability would be well-suited to compete for similar future opportunities. The procurement criteria emphasised quality, innovation, value, and social impact, making it an attractive proposition for businesses eager to contribute positively to reducing health inequalities while expanding their service offerings within the public health sector.

This contract relates to treatment of patients in a primary care setting under the NHS (Personal Dental Services) Regulations 2005.

### Lot Information

Lot 1

NHS Buckinghamshire, Oxfordshire and Berkshire West (BOB) Integrated Care Board (ICB) and Frimley Integrated Care Board (ICB) are looking to continue Special Care and Paediatric Dentistry (Clinic) with the current provider in Berkshire. The term of the existing Special Care and Paediatric Dentistry (Clinic) contract is due to expire on 31st March 2026 and BOB and Frimley ICBs have proposed that a new contract should replace that existing contract at the end of its term. All requirements outlined in Regulation 6(5) of the Health Care Services (Provider Selection Regime) Regulations 2023 have been met, including not breaching the considerable change threshold, and therefore direct award process C has been deemed the appropriate provider selection process. After conducting an assessment of the incumbent provider, taking into account the key criteria and applying the basic selection criteria, NHS Buckinghamshire, Oxfordshire and Berkshire West and Frimley ICBs are content that the existing provider is satisfying the original contract and will likely satisfy the proposed contract to a sufficient standard. The service is anticipated to commence on the 1st April 2026 for a contract duration of 2 years until the 31st March 2028, with a total value of PS5,318,797 (PS2,856,194 from BOB ICB and PS2,462,603 from Frimley ICB). This transparency notice serves as an intention to award the contract to the incumbent provider, using direct award process C under PSR. This procurement has been carried out by NHS South, Central and West Commissioning Support Unit (SCW) on behalf of the Commissioners.

Representations by providers must be made to the relevant authority by 27th June 2025. This contract has not yet formally been awarded; this notice serves as an intention to award under the PSR.
