## Summary

The recent procurement process led by the Environment Agency, headquartered in London, centred around the provision of NEC4 training solutions. The initiative, falling under the education and training services category, was aimed at enhancing the NEC4 PSC and ECC contract management skills of its project managers. The procurement, executed through an open, competitive flexible procedure, resulted in the contract being awarded to Built Intelligence Ltd, based in Bristol. The contract, valued at £390,000 with a gross amount of £468,000, is set to run from 6th January 2026 to 16th December 2028, with the possibility of optional one-year extensions. This award signifies a transition from the planning stage, which commenced back in 2025, through to the tender stage, and ultimately to the award and contract stages by January 2026.

This procurement presents significant opportunities for businesses specialising in education and training services, particularly in developing and delivering e-learning and classroom-based training solutions. Companies with expertise in creating virtual learning environments and providing continuous professional development resources could find this an advantageous venture, especially considering the optional contract extensions. The emphasis on diverse learning approaches, including webinars and bite-size sessions, indicates the agency's commitment to flexible and accessible training solutions, offering scope for innovative providers to engage with the public sector and enhance their market presence. This endeavour not only supports large-scale providers like Built Intelligence but also presents growth opportunities for SMEs particularly adept in specialist training services.

## Notice

The Environment Agency (EA) has identified a need for a selection of NEC4 training solutions to be made available from January 2026 onwards primarily for permanent EA Project Managers. These training solutions will need to accommodate those who need a refresh of their knowledge or who are new to the EA. The aim of the training is primarily to improve understanding/application of the NEC4 PSC and ECC main and short contracts, as well as the NEC4 TSC main and short contracts. However, the EA is also considering the wider NEC knowledge base and how development in this area could further enhance EA employees' expertise. To be consistent with its training provisions across the whole of their asset management portfolio, there is an identified need for staff within its Local Operations and Environment and Business directorates, especially Future Framework, Area and Defra Group Commercial teams who have exposure to and involvement with NEC4 co
