## Notice

The Framework Agreement is for the supply of hand hygiene products used for the cleansing, disinfection and care of both patient's and clinician's hands throughout the NHS including but not limited to Acute (Theatres, Wards, Depts, etc), Community, Ambulance and Mental Health Trusts. Products include, but are not limited to: Hand Wash / Soap Alcohol and Non-Alcohol Based Hand Disinfectants Moisturisers Repair, Rehydration and Protection Hand Creams and Emollients Antiseptic Hand Wipes Universal Dispenser The universal offering will include the provision of a universal dispenser together with appropriately sized refill products that are compatible with the dispenser. Products will be supplied in a range of formats, including dispenser refills, free-standing units and personal-use items. Supply routes include stocked and e-direct. The Framework Agreement will be established between NHS Supply Chain and one or more appointed suppliers. The Framework will be available for use by NHS trusts, other NHS bodies, and other eligible public sector and healthcare organisations in the United Kingdom. The Framework is being established as an Open Framework in accordance with section 49 of the Procurement Act 2023. The Open Framework scheme will operate for a maximum period of eight (8) years. The initial Framework is expected to be awarded for a period of three (3) years, with an estimated value of approximately PS36,000,000 excluding VAT. The Authority may re-open the Open Framework and award one or more successive Frameworks on substantially the same terms during the Open Framework period, in accordance with the Procurement Act 2023 and the tender documentation. The aggregate estimated total value of contracts awarded across the full eight-year Open Framework period is approximately PS150,100,000 excluding VAT. The final Framework awarded under the Open Framework scheme will expire at the end of the eight-year period. No guarantee of volume or value is given.

Closed Dispenser System - 3-Step Process

Closed hand hygiene dispenser systems supporting a three-step hand hygiene process, including compatible wall-mounted or fixed dispensing units and associated components. Products are intended for use in healthcare and clinical environments to support infection prevention and control requirements.

Options: The Authority wishes to reserve the right to modify the Framework Agreement in accordance with Section 74 and Schedule 8, Para 1 of the Act (possibility of the modification is unambiguously provided for in the contract) to permit Range Extensions. NHS Universal Dispensers & Accessories

Universal hand hygiene dispenser units and accessories compatible with NHS standard refill formats. This Lot includes dispensers and ancillary components designed for use across healthcare environments to support standardised hand hygiene delivery.

Options: The Authority wishes to reserve the right to modify the Framework Agreement in accordance with Section 74 and Schedule 8, Para 1 of the Act (possibility of the modification is unambiguously provided for in the contract) to permit Range Extensions. NHS Universal Dispenser Refills (Core Range)

Core range hand hygiene refills compatible with NHS universal dispensers, including but not limited to: hand wash, alcohol and non-alcohol based hand disdinfectants and moisturising products. Products are intended for routine clinical and healthcare use to support infection prevention and control.

Options: The Authority wishes to reserve the right to modify the Framework Agreement in accordance with Section 74 and Schedule 8, Para 1 of the Act (possibility of the modification is unambiguously provided for in the contract) to permit Range Extensions. Please refer to the Invitation to Tender and clause 21.2 of Schedule 2 of the Framework Agreement for further details.

Free Standing & Personal Use Products

Free-standing hand hygiene units and personal or portable hand hygiene products suitable for use across healthcare settings. This Lot supports flexible placement and individual use where wall-mounted dispensing is not appropriate. Products include but not limited to: hand wash, alcohol and non-alcohol santisers, moisturising products, emollients and associated accessories.

Options: The Authority wishes to reserve the right to modify the Framework Agreement in accordance with Section 74 and Schedule 8, Para 1 of the Act (possibility of the modification is unambiguously provided for in the contract) to permit Range Extensions. Antiseptic Hand Wipes

Antiseptic hand wipes intended for clinical and healthcare use, including products designed to support hand hygiene where access to handwashing or alcohol-based hand rubs is limited or impractical.

Options: The Authority wishes to reserve the right to modify the Framework Agreement in accordance with Section 74 and Schedule 8, Para 1 of the Act (possibility of the modification is unambiguously provided for in the contract) to permit Range Extensions. Training & Compliance Products

Hand hygiene training, education and compliance products. This lot is for the provision of training and audit equipment intended to provide additional support to promote, improve and monitor NHS hand hygiene compliance.

Hand Shield (or equivalent)

Hand shield products and associated accessories intended to support hand protection and infection prevention in healthcare settings. This lot is for the provision of an antimicrobial hand shield with contact kill and residual activity that provides: Antimicrobial broad-spectrum protection Non leaching technology Residual coating that remains effective for a minimum of 8 hours Invisible coating Contact kill mechanism

Prior to commencing a formal procurement process and to help build our strategy/requirements We are seeking to engage with interested suppliers who can supply the Goods detailed in the procurement description.

EXPRESSION OF INTEREST

On receipt of an expression of interest, the Authority will issue the Supplier with a request for
information (RFI) via a questionnaire format. IMPORTANT NOTE: The RFI document and any further communication in regards of this PME activity only, will be issued via email from email
address "Surgical.PPE@supplychain.nhs.uk". Please ensure you monitor your emails for
correspondence from this email address.
The RFI questionnaire is designed to gather information from interested suppliers regarding their offerings and capabilities in Hand Hygiene. This will support the Authority in shaping its procurement approach. 
The RFI request is about the interested supplier(s): (1) Product & Market information, (2) Patient Safety, (3) Services & Support, (4) Innovation, (5) Resilience, (6) Sustainability. 
All responses to the RFI questionnaire must be completed and returned to the following email address (Surgical.PPE@supplychain.nhs.uk) within 28 days of receiving the questionnaire.
*Suppliers can, at any point during the engagement period request additional individual meetings with the Authority to discuss the Hand Hygiene procurement by way of email to Surgical.PPE@supplychain.nhs.uk
All meeting requests must be made and concluded before 16:00 GMT on 30th January 2026.
In Addition to the RFI questionnaire other pre-engagement activities are intended:
*A supplier webinar to be held in August 2025 to all suppliers who have EOI & completed the RFI questionnaire. Invites will be sent out closer to the time via a link. This webinar will be to discuss the: (1) overview of the products in scope for the procurement activity, (2) Sustainability Five asks, carbon reduction plan (CRP), Social Value, Evergreen & MSAT assessments, expectations of the horizon scanning. 
*Following on from the supplier webinar, during September 1-2-1 supplier meetings will be arranged to all suppliers who have expressed an interest to discuss more structured, specific details on the Hand Hygiene procurement. The topics will include: (1) Products & specifications, (2) Training & educational offering, (3) Resilience plans, (4) Sustainability 5 asks, (5) AOB relevant to the procurement. 
* Ongoing engagement meetings with suppliers will continue to gather Feedback on the Specification and or Product List for completion up until the deadline date of 27th February 2026.
There is no guarantee that a formal procurement process will be launched because of this early market engagement exercise, nor that any contract(s) will be placed. No remuneration or compensation etc will be paid to organisations who take part in this early market engagement exercise. Suppliers should take part in this process only on the basis that they fully understand and accept this position.
