## Summary

Sheffield Hallam University is currently in the planning stage of a public procurement process for a new Finance System, as indicated in a Preliminary Market Consultation (PMC) titled "Preliminary Market Consultation for the Procurement of a Finance System". This consultation aims to engage with suppliers to inform the future procurement of a finance solution that aligns with the University's enterprise architecture principles. Classified under the services category, this process spans across the UK region of UKE32. Key dates include a deadline for written responses by 11th July 2025, with potential follow-up discussions scheduled from 21st to 25th July 2025. The consultation forms a critical part of the planning phase to inform the strategy and process for eventual procurement.

This tender represents an excellent opportunity for businesses specialising in financial analysis and accounting software packages, as well as software supply services, to expand their portfolio by partnering with a reputable higher education institution. Companies capable of providing innovative, off-the-shelf solutions that minimize customization are particularly well-suited for this opportunity. Engaging in this process offers businesses a chance to influence the University's requirements, understand anticipated challenges, and position themselves advantageously for the subsequent bidding process. The involvement in the PMC allows businesses to showcase their capabilities and align their offerings with the University's strategic needs, potentially resulting in long-term contract engagements post-procurement stage.

## Notice

The University is seeking to engage with the market through a Prior Market Consultation (PMC) to inform the potential future procurement of a modern Finance System. In line with our enterprise architecture principles, we are seeking to reduce our reliance on customised systems and procure solutions we can adopt rather than adapt to meet our needs. In undertaking this market consultation, the University hopes to: Engage with the market so that suppliers know about the upcoming opportunity. Understand the current market capability, including available solutions, technologies and innovation potential. Validate our outline requirements and identify any gaps or unrealistic expectations. Confirm what information bidders will require as part of the tender process to construct a detailed and realistic bid including mobilisation plan. Explore the potential challenges, risk or barriers from a supplier's perspective. Determine the most appropriate route to market. Understand the optimum pricing and commercial model including optimal contract length and cost drivers. Inform our budgeting and cost estimates. It is important to note that a PMC is not a procurement exercise. Information requested at this stage is not for evaluation purposes. Involvement in the PMC does not affect an organisation's positioning either positively or negatively should a procurement opportunity subsequently arise.
