## Summary

The Improvement & Development Agency, located in Local Government House, 18 Smith Square, London, is seeking tenders for a project titled "Understanding and managing waits for assessment and support – defining and measuring timescales." This initiative falls under the Health and social work services industry category and is scheduled in the procurement stage with tender submissions closing on the 7th of July, 2025. Interested parties should note that the contract is implemented through an open procurement method, offering below threshold open competition. The enquiry period ends on the 25th of June, 2025, and the contract work is set to start on the 14th of July, 2025, running initially until the 30th of January, 2026, with potential renewal extensions.

This tender presents a substantial opportunity for SMEs and VCSEs with expertise in health and social work services to engage in a significant public undertaking and possibly gain a foothold in the public sector contracting market. Given the focus on measuring timescales and supporting councils, businesses well-suited for this tender may specialize in project management, analytics, consulting, or health service delivery. The emphasis on quality, with a weighting of 90% in the award criteria, underscores the importance of delivering high-standard services, making it critical for bidders to demonstrate excellence and robust project execution capabilities. With a contract value up to £30,000, this initiative also presents a financial opportunity for growth and networking within the public sector.

## Notice

This work builds on previous work undertaken for PCH in 2024/25 examining the experience of a range of councils around measuring timescales. This work will test and develop this in much greater depth. This universal work also runs alongside a parallel piece of targeted work (B6) supporting a small number of sites. Learnings from the targeted work will feed into this examination of timescales. It may also be, depending on timings, that this work is tested back out in some of the targeted sites.
