## Notice

Plymouth City Council is seeking providers of registered residential and nursing care homes, with facilities that provide accommodation and care for individuals who require support due to age, disability, or health conditions, to join a new Plymouth Adults' Care Home Framework. The services offered by the Provider will range from assistance with daily living tasks to comprehensive nursing care for those with complex medical needs. Care homes should promote safety, dignity, and quality of life, while ensuring that People who draw on care and support receive tailored support to meet their individual needs. The Authority has split its requirement into lots: Lot One Residential Care Home with or without Nursing Services (with a PL postcode) Lot Two Residential Care Home with or without Nursing Services with innovation (with a PL postcode) A supplier may tender for one Lot or can also submit a combination tender covering more than one (or all) Lots.

Residential Care Home with or without Nursing Services with a PL postcode

Care homes aim to create a homelike environment, offering communal living spaces, meals, and recreational activities to foster social interaction and a sense of community. Residential Care provides support with daily living tasks such as bathing, dressing, eating, and mobility. Suitable for individuals who do not require regular medical attention but need assistance with their overall well-being and safety. Also includes specialised, intensive support provided within a residential care home setting for individuals who have significant and complex needs. These needs can stem from physical disabilities, chronic medical conditions, mental health issues, or developmental disabilities that require round-the-clock care and supervision. Nursing Care provides support for individuals with complex medical needs or chronic health conditions that require regular or continuous medical oversight, within nursing homes. Nursing homes are often more clinical in nature, equipped with medical facilities to cater to high-level care needs, while still offering some social and recreational activities and will be able to manage intricate medical, physical, psychological, and social factors. It requires specialised knowledge, critical thinking, and coordination across disciplines to ensure optimal patient outcomes. The framework also welcome care homes that provide highly specialised and complex care for individuals with severe cognitive impairment and/or complex mental health needs and/or bariatric care requirements and/or behaviours that challenge, beyond the requirements of Residential High or Nursing High Needs Care.

Residential & Nursing Care Home Services Innovation

As described in Lot 1 plus we would invite providers to self-select to join a group to work with us on future commissioning, contracting and procurement options for complex care. This will be framed as continuing the work already started with the market and include references to intermediate care and aspirations around pricing and staffing models which reduce the need for 1:1 support.

We would like to invite you to attend the market engagement event for the
Plymouth Adults’ Care Home Framework.
Plymouth City Council’s vision for Strategic Commissioning is to support our citizens with additional needs and vulnerabilities to be able to live their lives as independently and vibrantly as they wish to, supported where needed by a diverse range of services and opportunities, designed by the people who use them and delivered by a broad choice of partners. Our commissioning plans draw on our data and system intelligence, existing and emerging plans and strategies, alongside the lived experience of those who use services.
This applies to our commissioned residential and nursing care homes for adults, where we want to make sure that our most vulnerable people are receiving high quality, personalised care, supported by skilled and experienced staff in homes that are safe, warm and welcoming.
The engagement sessions will be held virtually:
• Monday 14 July 2025: 11am – 12 noon (MS Teams virtual)
• Wednesday 16 July 2025 1pm – 2pm (MS Teams virtual)
During the virtual sessions, we will describe our aims in terms of the framework and the procurement activity and timeframes and provide an opportunity for questions and answers.
We are ambitious for our care and support provision in Plymouth to be of high quality, promoting independence as much as possible and enabling our citizens to be able to be cared for safely and with kindness. In order to do this, we need to have effective commissioning arrangement in place for a number of different types of accommodation and care, including residential and nursing care homes for adults.
The formal business case to proceed with procurement was granted approval from Plymouth City Councils Cabinet on 9th September 2024.
