## Summary

The Department for Science, Innovation & Technology, based in London, is managing a procurement process titled “Telecommunications Standards Expert Consultancy Services (PRJ_5587)” under an open procedure. The contract pertains to the services industry, mainly focusing on technical consultancy for telecom standards. The process, which began with a tender notice on 19th June 2025, was awarded on 18th September 2025, with contracts starting on various dates in August and September 2025, and running until the end of March 2026, with potential extensions available. The procurement process included an amendment on 2nd April 2026, which addressed additional expenses due to a delay in the original contract signing. The contract value exceeds the threshold, indicating a significant investment in this area.

This tender provides substantial opportunities for businesses involved in telecommunications and technical consultancy services. It is particularly advantageous for organisations with experience in telecommunications research, network design, and standards development processes. Companies with expertise in specific working groups such as 3GPP SA2, TSG RAN, and those familiar with Open RAN design and the debates surrounding 6G development are well-suited to compete. The open procurement method not only supports fair competition but also encourages participation from both large enterprises and small to medium-sized enterprises (SMEs), fostering an inclusive environment for business growth through advanced connectivity technology projects.

## Notice

The Department for Science, Innovation and Technology ("DSIT") is leading the UK governments' approach to the development of technical standards for advanced telecommunications connectivity technologies. As part of this, DSIT plans to engage specialists to assist with advancing the standards for these emergent technologies with a view to mitigating ongoing security, resilience, and interoperability issues, and ensuring that advanced connectivity technologies support greater digital inclusion and sustainability. These specialists would support DSIT by providing technical knowledge and resource when engaging with Standards Development Organisations (SDOs) to support the creation of effective standards which align with UK government objectives. We would encourage bids from those with extensive experience in one or more of the following: * Extensive experience in telecommunications research/ network design, with a strong working knowledge of the standards development process; * Strong evidence of experience working as an active participant in standards development, preferably with considerable experience in 3GPP SA2 or related working groups; * Strong evidence of experience working as an active participant in standards development, preferably with considerable experience in 3GPP TSG RAN or related working groups; * Strong understanding of Open RAN design and interfaces; Familiarity with the key technology debates surrounding 6G development would also be an asset.
