## Summary

The Tyne and Wear Passenger Transport Executive, trading as Nexus, initiated a direct award procurement process to acquire a used rail grinder, specifically a MoserRV49 or equivalent, to address urgent rail defects on the Tyne and Wear Metro by the autumn of 2025. Nexus, based in Newcastle upon Tyne, utilised a direct procurement method due to the specialist technical features required that are not available commercially on used machines. This purchase was essential to meet the immediate operational needs and safety requirements of the Metro's railway infrastructure. The relevant contract, valued at £1,240,000, was awarded to HARSCO RAIL LIMITED and became active on 1st September 2025, with a completion date slated for 27th November 2025.

This tender represents a significant opportunity for enterprises involved in railway maintenance equipment, particularly those offering specialised services matching Nexus's stringent requirements. Companies specialising in railway technology and with capabilities for quick-service adaptations to rail infrastructure are well-suited to compete in such niche procurement scenarios. The direct award underscores the need for suppliers who can offer technologically advanced and compatible solutions within tight timeframes. By engaging in similar tenders, businesses can enhance their market presence and foster growth through high-value, strategic government contracts.

## Notice

Nexus has purchased one specialist used railway maintenance vehicle, specifically a rail grinder MoserRV49 (or equivalent). This has been delivered to a suitable Nexus location in order to meet the urgent needs of rail defects on the Tyne and Wear Metro. The used rail grinder meets the specialist gauging requirements of Nexus rail infrastructure and our operational needs including but not limited to: road/rail travel capabilities, limited noise levels (for Tyne and Wear Metro lineside neighbours), dust collection capabilities, large gradient working, and low minimum curve radius working.

### Procurement Information

The specialist features on the machine Harsco can provide are not commercially available on used machines. The timescales for design, manufacturing, testing and certification for an alternative used machine to be retrofit to Nexus requirements were not compatible with the deadline for the date the machine must be operational on site to allow the Tyne and Wear metro to address immediate rail defects and any arising rail defects that have the potential to be a safety risk if untreated.
