## Summary

Oldham Metropolitan Borough Council has issued an intention to award notice under the Provider Selection Regime (PSR) for the provision of Oral Health Services intended to support adult care providers in Oldham Borough. R.I.S Products Ltd, located at Mansells Farm, Codicote, Hertfordshire, is the incumbent provider intended for the award. The contract is valued at £44,000 spanning two years, starting from 4th July 2025. This procurement falls under the industry category of dental practice and related services, targeting community health initiatives. The procurement stage is classified as an award without prior competition notice as per the Health Care Services Regulations 2023, with a standstill period ending on 3rd July 2025, during which representations can be forwarded to decision makers.

This tender provides substantial opportunities for businesses engaged in oral health and community healthcare services. Given the emphasis on improving access and reducing health inequalities, firms adept in innovation and integration, possessing a keen focus on social value and service sustainability, are well-suited to engage and compete. The performance criteria award significant weight to quality, innovation, and collaboration, aligning to the projected outcomes in decreasing aspiration pneumonia and enhancing oral care plans for the elderly in care homes and individual residential settings. Therefore, businesses with similar expertise and a collaborative network within the healthcare sector stand to benefit from such engagements, aiding in expanding their service outreach and contributing to public health enhancement in local communities.

## Notice

Local Authorities have a statutory duty to provide or commission oral health improvement programmes to improve the health of the local population, to the extent they consider appropriate. Oral diseases, including the most common oral health conditions - tooth decay and gum disease- are largely preventable. Despite this, the impact of poor oral health locally, nationally and globally is huge. In the UK context, treatment of oral health conditions cost the NHS over PS3 billion per year but the cost to society is even greater. Among older adults in residential care, poor oral hygiene can lead to aspirated pneumonia and malnutrition and dehydration, which in turn can lead to urinary tract infection. It vital that Oldham has a dedicated provision in place to support vulnerable older adults.
