We approached some companies and they were all asked the following questions:
Is it the norm to have a fixed amount rolling contract where costs are fixed per month regardless of number of site attendances?
Is a monthly retention fee suitable with a roll over to the next month if no attendances carried out?
Is it preferred pay per grit per site?
Is it preferred pay per an attendance for all sites?
How do you carry out these services with other clients / contracts? 
They were also advised of the following information:
We are contacting you in regard to an upcoming tender we are advertising in the coming 4 to 6 weeks where we would like to carry out some early market engagement to ensure that the tender meets our requirements
The tender will be advertised for Gritting and Winter Services across the Breckland District for the months of November to March each year on a 2 + 1-year basis.
There are approx. 33 sites in total across the Breckland District being in the main car parks.
