## Summary

The London Borough of Tower Hamlets is in the planning stage of a public procurement process, titled "DN779718 - Decarbonisation and Expansion of the Barkantine Heat Network." This initiative falls under the services category, specifically focusing on energy and related services, such as district-heating plant construction and heating-system design. It is aimed at exploring options to decarbonise and expand the Barkantine Estate's Heat Network. This project is currently in the pre-market engagement phase, with a crucial deadline for expressing interest set for 8 July 2025. The site visits for interested suppliers are scheduled for 21st July 2025 at the Barkantine Estate in London, United Kingdom. The procurement is to address the impending end of an existing Private Finance Initiative in October 2027, with plans for contract commencement in November 2027.

This tender presents significant growth opportunities for businesses specializing in energy, heating design, and construction, particularly those experienced with district heating systems and decarbonisation projects. Companies that can offer financing, design, construction, customer relations, and maintenance expertise are well-suited to participate. The market engagement exercise serves as a platform to showcase expertise, strengthen relationships with local government, and influence future procurement strategy, potentially leading to long-term collaboration and contract opportunities with the London Borough of Tower Hamlets.

## Notice

The London Borough of Tower Hamlets' current focus is exploring options for decarbonisation and expansion of the Barkantine Estate, to determine how the Heat Network can best deliver Tower Hamlets' existing and future customer energy needs, following an existing Private Finance Initiative (PFI) due to expire in October 2027. This market engagement process is in advance of a future tender procedure to decarbonise, operate, and expand the existing Barkantine Heat Network. This will include financing, design, construction, provision of heat supply, customer relations, metering and billing, and operations and maintenance of the network. The existing district heat network has been in operation under a PFI agreement since August 2000, and serves a number of customers on the Isle of Dogs. The Council are looking for a partner to support with evaluating options to decarbonise and expand the network, when the current management arrangements come to an end in October 2027. This includes options for utilising the existing energy centre or relocating to a new location.
