## Summary

The procurement process in question was initiated by HM Revenue & Customs (HMRC) for the provision of hosting services for the Computerised Environment for Self-Assessment (CESA). This falls under the services category related to computer-related services, explicitly classified under the CPV code 72500000. The contract was awarded on 19th June 2025 to Fujitsu Services Limited, a large-scale supplier located in Bracknell, United Kingdom. The procurement method was limited, utilised without prior publication due to technical reasons associated with the proprietary nature of Fujitsu’s Modern VME Environment. With the value of the contract at £61,250,958, it ensures the secure and uninterrupted delivery of services for critical national infrastructure over a span of three years, with an optional six-month extension that could increase the contract’s value to £71,500,000.

The opportunity presented by this procurement is primarily directed towards large-scale businesses with specialised capabilities in proprietary IT environments, such as Fujitsu’s Modern VME Environment. Due to the award method, smaller businesses or those without a specialised technical infrastructure may find competing in this tender challenging. However, participating in such procurements could be beneficial for businesses aiming to enter or expand their operations within the public sector IT services domain, offering future potential for subcontracting or collaboration opportunities with larger firms like Fujitsu.

## Notice

The Authority has a requirement for a bridging contract to ensure continuity of essential services as we migrate to new arrangements.

### Lot Information

Lot 1

The Authority has a requirement for a bridging contract to ensure continuity of essential services as we migrate to new arrangements. HMRC has awarded a 3-year contract to Fujitsu Services Ltd to provide hosting and associated services for the CESA application utilising Fujitsu's proprietary Modern VME Environment. The CESA application administers the collection of Income Tax for all taxpayers under Self-Assessment. As CESA is Critical National Infrastructure (CNI), HMRC requires the secure and uninterrupted delivery of support to the application and considers the award of the new contract to be the only option for ensuring delivery of CESA until the migration to new arrangements. A programme has been set up to migrate the CESA application before this contract expires.

Options: There is a six month optional extension which is subject to further governance and approval. If the contract is extended the total value could be up to PS71,500,000 exc VAT.

### Procurement Information

As negotiations commenced prior to 24 February 2025, and the coming into force of The Procurement Act 2023, they are governed by The Public Contracts Regulations 2015. The MVE (Modern VME Environment) is proprietary to Fujitsu and so MVE based services are technically only available from Fujitsu and are not available in the market from alternative service providers. Due to the complex functionality and significant nature of the CESA application, the extensive testing required (particularly in respect of this application being Critical National Infrastructure) and the lengthy transition periods needed given the volume of users of the application, no alternative solution would realistically be ready for use before HMRC's requirement came to an end.
