## Summary

The Ministry of Defence is overseeing a procurement process for quantity surveying services under the title "713539451 - HMS CASSANDRA Wreck Survey." This contract focuses on marine survey services and remote-operated vehicle (ROV) assessments, set to occur near Vilsandi, Estonia, 36 kilometres west at a depth of around 95-100 metres. This selective procurement is in the award stage, with CWAVES Limited already appointed as the contractor since May 8, 2025. The Ministry of Defence requires a turnkey solution involving thorough survey operations, environmental safeguards, and all requisite permissions from the Estonian government. The contract, with an active status, is valued at £791,666.67, and the process is guided by CELEX legal standards within the Defence category. The five-month contract duration aims for ultimate delivery of service mobilisation and survey reporting by June 2025.

This tender represents a significant opportunity for businesses specialising in marine surveying, environmental protection, and innovative technology applications for deep-sea exploration. Specifically, entities with expertise in operating ROVs and possessing maritime or defence experience will find growth potential by meeting critical requirements detailed in the tender. To stay competitive, suppliers should emphasise their capability to deliver a comprehensive turnkey solution, including advanced survey equipment and qualified personnel to ensure meticulous examination of the HMS CASSANDRA wreck. By securing such contracts, companies can bolster their credibility and expand their portfolio in the technically demanding field of underwater exploration and assessment, potentially opening doors to more complex future contracts within the defence sector and beyond.

## Notice

In 1918 HMS CASSANDRA was part of a British force dispatched to the Baltic as part of the Allied intervention in the Russian Civil War. On 5 December 1918 while en-route to Tallinn, CASSANDRA struck a mine and sank one hour later. The wreck of HMS CASSANDRA lies 36 kms west of Vilsandi, Estonia at a water depth of 95 - 100 meters. This contract is for the provision of services to conduct a wreck survey of HMS CASSANDRA. The survey shall determine the condition of the vessel and the likely amounts of pollutants/ammunition remaining onboard. The survey shall comprise a visual and multibeam echosounder (MBES) examination of the wreck with hull thickness measurements using a Remotely Operated Vehicle (ROV). This will see potential providers provide a turn key solution to the requirement, including provision of a vessel, work class ROV, SQEP personnel to conduct the survey and a written report of the findings. Contractors must have suitable environmental protection measures in place and must secure all necessary permissions from the Estonian government as part of the turnkey solution. The contract duration will be five (5) months to enable mobilisation and survey report delivery.
