## Summary

The National Oceanography Centre (NOC), based in Southampton, is in the planning stage of a procurement process to acquire an Integrated Health, Safety, and Risk Management System. The procurement focuses on the "Provision of an Integrated Safety and Risk Management System (Organisation and Marine)" and falls under the industry categories of software packages, hazard protection, and control consultancy services. This process aims to enhance compliance with both the International Safety Management (ISM) Code for marine operations and the ISO 45001 standard for shore-based occupational health and safety management. The current stage involves a pre-market engagement exercise with a deadline of 25th July 2025 for capability assessment participation. The contract seeks to cover NOC operations across Southampton, Liverpool, and its research vessels, commencing from 1st December 2025 and potentially extending until December 2029.

This tender presents significant opportunities for businesses specialising in software development, particularly those with expertise in compliance software and information systems. Companies possessing skills in hazard protection consultancy could offer valuable services given the project’s focus on health and safety compliance. The procurement is specifically seeking participation from SMEs, making it well-suited for smaller enterprises aiming to expand their portfolio within the public sector. Engaging in this process could provide businesses with a platform to influence the NOC’s safety and risk management strategies across both land-based operations and ocean-going research activities, facilitating substantial business growth.

## Notice

The National Oceanography Centre (NOC) seeks to procure a comprehensive, integrated software system and associated services for the management of Health, Safety, and Enterprise-Wide Risk. The required solution will support and unify operations across the NOC's shore-based sites in Southampton and Liverpool, and its two ocean-going research vessels, RRS James Cook and RRS Discovery. The primary objective is to acquire a solution that ensures full compliance with the International Safety Management (ISM) Code for our marine operations and the ISO 45001 standard for our shore-based occupational health and safety management system. This is a call for participation not competition.

### Planning Information

The National Oceanography Centre (NOC) is conducting a pre-market engagement exercise to inform its requirements for an Integrated Health, Safety, and Risk Management System. This exercise will take the form of a capability assessment. The purpose of this engagement is to understand the solutions available in the market. This is not a call for competition rather participation in a pretender SMT exercise.
In order to take part in this capability assessment please email NOC_Tenders@noc.ac.uk no later than 25th of July. We will then provide you a copy of the Capability Assessment to complete.
Following the capability assessment the NOC may look to identify a cross section of the market who may be invited to provide additional demonstrations / SMT response questionnaires prior to tender finalisation.
