## Notice

YPO are looking for Suppliers to be appointed onto a Framework Agreement following a Competitive Tendering Procedure for the provision of Vehicle Hire, Lease, Purchase & Services Portal. The Framework is designed to meet the needs of all public sector Contracting Authorities. There will be 4 Lots with a single supplier awarded to each. This will be a contractual arrangement with customers placing orders with the awarded supplier.

### Lot Information

Vehicle Hire Portal

YPO are seeking a sole Supplier for this Lot to provide a portal functionality that customers can access via their individual corporate account. YPO expects the web portal to be delivered over commonly used protocols and internet browsers and to feature secure login without the need to access our customers firewalls. The portal should be viewable on multiple platforms such as, (but not limited to) PC, laptop, tablet and mobile phones. The portal will provide access to a comparison style website for the hire of vehicles. It will show real-time live data from all available Car & Light Commercial Vehicle hire suppliers from the awarded Suppliers supply chain. It is expected that the awarded Supplier will have a substantial supply chain that can provide a variety of options for each customer. The awarded Supplier will be expected to support customers' requirements for anything from just one vehicle all the way up to complete fleet hire projects. The period of hire shall vary from day hire, weekly, monthly and annually with no maximum term. Vehicles that must be available via the portal are Cars, Light Commercial Vehicles and Mini Buses all with a weight inclusive up to 4.25t (should customisation be required by the customer i.e. van racking, wheelchair access capability then the weight limit may exceed this accordingly). A variety of fuel types must be available, including (but not limited) to Petrol, Diesel, LPG, Biofuels and all types of Alternative Fuels (such as Battery Electric, Plug in Hybrid, Hybrid, Hydrogen). YPO require the portal service Provider to be able to provide vehicle options that cover the length and breadth of the UK.

Options: Any resulting Contract shall be deemed to cover any item that can be supplied by the successful Tenderer(s) over the life of the Contract within the scope of 001302 Vehicle Hire, Lease, Purchase and Services Portal.

Vehicle Lease Portal

YPO are seeking a sole Supplier for this Lot to provide a portal functionality that customers can access via their individual corporate account. YPO expects the web portal to be delivered over commonly used protocols and internet browsers and to feature secure login without the need to access our customers firewalls. The portal should be viewable on multiple platforms such as, (but not limited to) PC, laptop, tablet and mobile phones. The portal will provide access to a comparison style website for the lease of vehicles. It will show real-time live data from all available Car & Light Commercial Vehicles lease suppliers from the awarded Supplier supply chain. It is expected that the awarded Supplier will have a substantial supply chain that can provide a variety of options for each customer. The awarded Supplier will be expected to support customers' requirements for anything from just one vehicle all the way up to complete fleet lease projects. The period of lease options available must be for anything between 1 year and 4 years. Some customers may request longer periods so it would be desirable if this can be available. The option for maintenance and other associated products/ services bolt-on's (such as telematics, driver licence checks) can be included where they are available. Vehicles that must be available via the portal are Cars, Light Commercial Vehicles and Mini Buses all with a weight inclusive up to 4.25t (should customisation be required by the customer i.e. van racking, wheelchair access capability then the weight limit may exceed this accordingly). A variety of fuel types must be available, including (but not limited) to Petrol, Diesel, LPG, Biofuels and all types of Alternative Fuels (such as Battery Electric, Plug in Hybrid, Hybrid, Hydrogen). YPO require the portal service Provider to be able to provide vehicle options that cover the length and breadth of the UK.

YPO expects the web portal to be delivered over commonly used protocols and internet browsers and to feature secure login without the need to access our customers firewalls. The portal should be viewable on multiple platforms such as, (but not limited to) PC, laptop, tablet and mobile phones. The portal will provide access to a comparison style website for the purchase of vehicles. It will show real-time live data from all available Car & Light Commercial Vehicles suppliers from the awarded Supplier supply chain. It is expected that the awarded Supplier will have a substantial supply chain that can provide a variety of options for each customer. The awarded Supplier will be expected to support customer requirements for anything from just one vehicle all the way up to complete fleet purchase projects. Vehicles that must be available via the portal are Cars, Light Commercial Vehicles and Mini Buses all with a weight inclusive up to 4.25t (should customisation be required by the customer i.e. van racking, wheelchair access capability then the weight limit may exceed this accordingly) - A variety of fuel types must be available, including (but not limited) to Petrol, Diesel, LPG, Biofuels and all types of Alternative Fuels (such as Battery Electric, Plug in Hybrid, Hybrid, Hydrogen). YPO expects the web portal to be delivered over commonly used protocols and internet browsers and to feature secure login without the need to access our customers firewalls. The portal should be viewable on multiple platforms such as, (but not limited to) PC, laptop, tablet and mobile phones. The portal will provide access to a comparison style website allowing customers to book services and repairs. It will show real-time live data from all available service and repair suppliers from the awarded Supplier supply chain. It is expected that the awarded Supplier will have a substantial supply chain that can provide a variety of options for each customer. The awarded Supplier will be expected to support customers' requirements for anything from just one vehicle all the way up to complete fleet projects. Vehicles that must be covered via the service and repair portal are Cars, Light Commercial Vehicles and Mini Buses all with a weight inclusive up to 4.25t (should the vehicle be customised by the customer i.e. van racking, wheelchair access capability then the weight limit may exceed this accordingly). service and repair must be available for all vehicle fuel types, including (but not limited) to Petrol, Diesel, LPG, Biofuels and all types of Alternative Fuels (such as Battery Electric, Plug in Hybrid, Hybrid, Hydrogen). ### Planning Information

YPO are looking to start premarket engagement for the provision of a Vehicle Hire, Lease, Purchase & Services Portal Framework.
The aim is to engage with suppliers by outlining a proposed structure (see description above). This is to explore the supplier market to identify if it can support this style of requirement. It is also to capture data and information in order to realign it to suit customers requirements while supporting the supplier market offerings, if required. Information may be shared or used in the creation of the new tender.

In response to Q12, if you would be willing to offer a demo, please contact us as detailed above to arrange a meeting. Please note as part of the demonstration we would be looking at solutions that can cover some or all of the functions mentioned in Q3 but we are willing to explore any additional functions that are available.
If significant engagement is shown a follow up Webinar may be arranged with all suppliers that have contacted us throughout this period - date to be confirmed. 
YPO intends to close the preliminary market engagement by the 18th July 2025.
