## Summary

Ulster University is in the planning stage of a procurement process for the maintenance of fire alarm systems and associated equipment, located at their Coleraine campus in Northern Ireland. This initiative involves the procurement of services in the 'Repair and Maintenance Services' category and covers all fire safety systems, including gaseous fire-extinguishing systems, PAVA systems, and very early smoke detection apparatus. A preliminary market engagement notice has been issued to gather information and express interest, with a deadline for responses set on 18th July 2025. This early stage is critical in shaping the University's strategy before formal tender opportunities are announced, expected to begin in February 2026 and continue through to February 2029.

This procurement opportunity can be a significant growth avenue for businesses specialising in fire safety systems, maintenance, and installation services. Companies with expertise in fire-detection systems, alarm installation, and the integration of modern safety systems will find this contract particularly suitable. Given the scale and scope, businesses with capacity in servicing and upgrading mature systems would be well-placed to compete. Additionally, the opportunity is covered by Northern Irish devolved regulations, and participating businesses should have the ability to operate under this framework. Engaging in this early consultation process could enhance future prospects once formal competitions open.

### Planning Information

The purpose of this Preliminary Market Engagement Notice (PME) and Request for Information (RFI) is to invite potential Service Providers to express an interest and provide information to assist with the procurement and development of a specification for Fire Alarms Maintenance at Ulster University.
The procurement route, duration and type of contract(s) shall be determined following this preliminary market consultation and engagement with market participants. It is this which will inform the University’s strategy for this contract.
It is important to note that this PME/RFI is not a call for competition, a pre-qualification questionnaire, part of any pre-qualification/selection process or a current tender opportunity. Potential providers will need to express an interest in any future tender opportunity once a Tender Notice is published.
This RFI is intended as an awareness, communication, and information gathering exercise. An expression of interest is no indication of a commitment to participate in the RFI process, nor does it infer any preferential or special status on those individuals and organisations who express an interest in the RFI exercise.
The RFI Questionnaire can be accessed by registering with eTendersNI (www.etendersni.gov.uk) and searching for the relevant CfT_6013815.
