## Summary

The Met Office, a central government public authority located in Exeter, United Kingdom, has been involved in a procurement process focused on the "Space Weather R2O2R - BAS" project, under the legal framework of the UKPGA 2023/54. This procurement belongs to the research and development services category and has seen a direct award process due to its specialized requirements. The procurement was initially awarded to NERC UK Ltd in Gateshead on 1st October 2025, for a contract period starting from 18th September 2025 and ending on 31st March 2026. The contract, however, was later terminated on 31st March 2026, following the completion of the contract terms. The process included critical deliverables such as restructuring codebases, implementing satellite data displays, and engaging in customer engagement activities.

This tender highlighted significant opportunities for firms specialized in space weather modelling, software development, and satellite communications, particularly those with expertise in working within established scientific frameworks such as the Met Office Space Weather service. Businesses possessing unique technological solutions or pioneering research capabilities stand to gain notably by engaging in contracts of this nature, as they involve niche technical expertise and the potential for further collaboration in space weather operations. Given the requirement for deep understanding and proprietary code ownership, such tenders are particularly suited for organisations with existing intellectual property in space-related scientific models or those that are capable of bespoke, innovation-driven delivery.

## Notice

BAS to provide support for the following tasks: * Finalise restructuring of the codebase into separate repos to primarily address the security risks related to private repos. * Determine minimum testing requirements and implement tests, particularly for vulnerability/patching purposes and integration tests. * Implement displays of Galileo and Sentinel-6 data for MEO orbits. * Implement real-time displays of protons and electrons from MetOp01 and MetOp03 satellites in LEO to provide displays of data across the whole radiation belt and for comparison against BAS-RBM: integral electron flux, maps of electron counts, differential proton flux, integral proton flux, maps of counts for protons. * Implementation of proton/electron contamination removal algorithm for MetOp and displays of cleaned electron/proton fluxes - removal of proton contamination from MetOp electron channels E1, E2, E3, display real-time cleaned electron counts, display real-time differential electron flux, display real-time maps of cleaned counts for protons. * Provide support for customer engagement activities (primarily MOSWOC) to further refine visualisations. * Implement Dictat for Navstar. * Support for verification work to be done at the Met Office though regular discussions. * Support for versioning of elements in codebase such as diffusion coefficients.

### Procurement Information

The deliverables within the contract are associated with a model and code already developed and owned by the partner (supplier) to a specific maturity under the SWIMMR Programme. The academics hold the model code IPR and provide model access to Met Office and therefore are uniquely placed to provide these services to the Met Office. Delivery will 'accelerate' the model's development towards transition to operations within the Met Office Space Weather service. The purpose of the contract is to continue development of the models (which requires the 'deep expertise' of the model developer) and to transfer model and model code knowledge and expertise. In short, there is no other supplier for the work associated with the model.
