## Summary

Lincolnshire County Council has successfully completed the LCC Highways Select List Framework, a major public procurement initiative aimed at delivering a diverse range of highway works across Lincolnshire. The procurement process, completed on 29th May 2026, involves a selective procedure under a framework agreement method, with reopening competition for each requirement. The significant project, estimated at £150,000,000 excluding VAT, covers various works such as general maintenance, resurfacing, and large-scale infrastructure development. This includes specific lots for General Works ranging from £0 to £6 million and Major Highway Resurfacing Works (PRN) set to be completed by 11th January 2030. Key industry players including Amalgamated Construction Ltd and Holcim UK Limited were awarded active contracts, highlighting a robust partnership to improve Lincoln's urban and rural infrastructure.

This tender provides substantial opportunities for businesses involved in construction, particularly those specialising in highway and infrastructure projects. The strategic reopening of competition under this framework allows SMEs like Daniel Charles Construction Limited and larger firms such as Jackson Civil Engineering Ltd to tap into government spending, ensuring a steady workflow and significant project visibility. With alterations in the evaluation of price and quality, businesses part of this framework can tailor capabilities to meet specific bidding requirements, fostering an environment conducive to regional economic growth and service excellence.
