## Summary

The King's Trust Residential Training Programmes tender process involved the Lancashire Combined Fire Authority, serving as the buyer, with Trafford Council facilitating the procurement process. The tender's focus was on organising residential programmes to foster teamwork and learning among young people, based on the Tuckman’s Teamwork model. Located in Preston, the programmes were planned to run from January 2026 through October 2027, with multiple residential courses scheduled. The procurement was conducted under an open procedure method, ensuring transparency and competition. The tender reached the award stage with the contract awarded to Lancashire Outdoor Activities Initiative on 24 March 2026, with the contract set for two years starting on 5 January 2026, with possible renewals extending to 2030.

This tender offers significant business growth opportunities for organisations specialising in education and training services, particularly those capable of facilitating residential programmes with outdoor activities. It presents substantial chances for SMEs and VCSEs, given the involvement of a supplier classified as an SME, indicating the procurement's embrace of diverse organisational scales. The contract, with a gross value of £403,200, underscores the potential for sustained revenue and a long-term partnership through its service-oriented focus, especially for entities skilled in delivering structured team activities and capable of conducting simultaneous programmes. The requirement to supply equipment, including PPE, could further benefit businesses experienced in logistical planning and resource management.

## Notice

The purpose of the residential is to create a positive environment so that learning will take place through the experiences the young people undertake during the week. We want a programme where the content is carefully picked so that the 'Team programme & qualification' outcomes are achieved - establishing a Team through Tuckman's Team work model. The objective is to implement a controlled and organised programme so that the team members will almost certainly work through Tuckman's stages: forming, storming, norming & performing. By creating a programme that is structured we can create an atmosphere where the hands on teaching, to be a team is initiated at the start of the week - through controlled activities such as orienteering / climbing / and water based activities etc. As the week continues the leader dependency should gradually withdraw allowing the team to learn through problem solving activities such as the homing and the full day projects. Throughout the week we expect reviews / reflection time to be implemented so that team members can share their experiences of learning. This can be done by facilitating group discussions.
