## Summary

NHS England, a national healthcare agency, has completed a service procurement process for the "Clinical database Children's HIV and AIDS Reporting System (CHARS)." This process is classified under the health services industry category and took place in the United Kingdom. The procurement stage has concluded with the contract being awarded to University College London (UCL) on 16th June 2025. The procurement method was limited, without a prior call for competition, justified by the unique nature of the services needed, which could only be provided by UCL due to technical reasons. This service is essential for maintaining a clinical database that supports NHS commissioning services by tracking paediatric HIV data across England.

This tender presents growth opportunities particularly for organisations capable of providing specialised healthcare data services and registries. Businesses involved in health services, especially those experienced in clinical data management and public health surveillance systems, may find this type of procurement process beneficial. Amidst sustained opportunities in health services, companies with technical expertise that meet unique national healthcare requirements could position themselves as competitive candidates for similar future projects. This contract demonstrates the significant role research institutions like UCL play, potentially encouraging collaborations with such entities to meet demanding healthcare data specifications.

## Notice

Clinical databases are important to specialised service commissioning because population is a requirement of specialised providers (via clinical service specifications) and, in some cases, the clinical databases / registries hold clinical details not located in other information systems, aiding identification of specialised service activity.

The Children's HIV and AIDS Reporting System collects and processes long term follow-up paediatric HIV data for all children living with HIV in England until transition to adult care. The purpose of CHARS is:

* To provide data for public health surveillance of HIV infections among children living with HIV
* To monitor the quality of care of children living with HIV until transition to adult services, including producing quality of care indicators
* To support NHS commissioning services CHARS launched in 2022 and continues paediatric surveillance carried out by the Collaborative HIV Paediatric Study (CHIPS) based at UCL Medical Research Council Clinical Trials Unit which ran from 2000- 2020, significantly improving the surveillance service in multiple ways.
