## Summary

The procurement process for the Swift Retail Transaction Network Service was conducted by the West Midlands Combined Authority, a sub-central government public authority located in Birmingham, United Kingdom. This initiative focuses on the retail transaction network service, which is essential for allowing users to top up their Swift Travel Cards across local shops in the West Midlands region. The procurement was executed through a direct award method due to technical reasons associated with the core Swift payment systems. Awarding was completed on 4th August 2025, with the service commencing from 1st August 2025 and extending till 31st July 2028, with potential renewals up to 31st July 2030. The industry categories involved include transport tickets, transaction-processing software, and support services for land transport, highlighting the specialised nature of this procurement.

This tender represents substantial opportunities for businesses involved in transaction processing, terminal suppliers, and transport services. Though the contract was directly awarded to Post Office Limited, businesses looking to innovate in transaction systems or provide auxiliary services like complaint handling or marketing may find collaboration opportunities in similar projects. Since the award focuses significantly on technical integration with existing systems, companies with expertise in ITSO compliance, payment services, or ticketing could position themselves strategically for future opportunities that may arise from changes or enhancements in the current setup. This can drive growth for businesses focusing on cutting-edge transport technology solutions within utilities and service categories.

## Notice

### Procurement Information

TfWMs core Swift payment systems. Switching to any alternative provider would incur significant technical redesign and result in significant cost and delays to an important customer service. Switching to an alternative supplier would incur significant costs due to: * Technical development, integration and testing of the core Swift payment system eg to HOPS * ITSO certification application process * Retraining of support staff * Project management costs for implementation * Customer communication & marketing Offering customers the option to purchase Swift top-ups via retail stores is currently considered a valuable service to end-users however it does not offer the Authority value-for-money or good return on its investment. At this time, investment into the technical payment process redesign would further diminish the return generated from the retail sales and make the service unviable.
