## Summary

## Notice

Industry Engagement Event The UK government is acting on the Strategic Defence Review's recommendations through consideration of investment in an 'always on' pipeline for munitions including building at least six new energetics and munitions factories in the UK. The Strategic Defence Review sets out the ambition of moving to warfighting readiness through a whole-of-society approach ensuring an engine for growth through a new partnership with industry, radical procurement reforms, and backing businesses to establish and grow in the UK. The MoD aims to achieve this through a coherent set of significant multi-year investments in onshore energetic materials synthesis through UK-based or overseas-based suppliers. These investments will typically form part, but not all, of the funding required for the establishment of a facility. The MoD is now seeking to understand how industry could respond to, and what opportunities there may be to embed some of the desired outcomes of the Strategic Defence Review's call for greater resilience and readiness in terms of Freedom of Action within the munitions supply chain. It is inviting feedback on this subject in relation to the current requirement for the provision of c. 188 individual munitions (subject to confirmation via future Contract Tender Notice), covering various small arms ammunition, explosive munitions and pyrotechnics, and services surrounding this. It is looking to do this via the creation of the Segmented Sourcing Strategy (SSS) Programme. Having run previous industry days around this procurement and evaluated these responses, DE&S (Defence Equipment & Support) is now looking to engage with the market to gain further information on how this service contract could operate, and to better understand how the MoD can support onshoring within the munitions space. The information provided will help DE&S to consider and shape the service requirements and better understand what the market needs to fulfil the expectations of the contract. The industry day will be made up of a series of presentations, following which it is the intention of the Authority to offer one-to-one sessions with attendees lasting no longer than 20 minutes each. Due to capacity and time restrictions, we may be unable to offer sessions to all attendees, so we ask that you complete the attached form to indicate your interest as soon as possible. Suppliers should note that any specified total contract values are the Authority's best estimates. The final value and contract term for this potential requirement will be informed by this Market Engagement activity. Interested parties MUST indicate their desire to attend by no later than 12th December 2025 using the email address supplied in this notice. The Authority will issue confirmation of supplier attendance by 1700 on 19th December 2025. Please do NOT attend the event without receiving such a confirmation as you will NOT be permitted entry. For clarity it is to be noted that potential suppliers WILL BE required to provide evidence of PSC (Personal Security Clearances) should they decide to participate in any resulting procurement competition. In issuing this notice, DE&S is not committing to carry out any procurement in relation to the requirements stated in this PIN. Non-participation in the Industry Day will not preclude any organisation from participating in any future competition.

Due to venue capacity restrictions, attendance is currently limited to one representative per supplier or supplier group. Should additional spaces become available, we will notify you accordingly. 
DE&S intend to release a RFI (Request for Information) questionnaire after the event. Details of the RFI are expected to follow.
