## Summary

The Royal Borough of Greenwich is conducting an open tender procedure for a Framework Agreement focused on Alternative Provision, Education Outreach, and Inclusion Services. The contracting process aims to provide high-quality education services tailored to vulnerable children and young people, including those with Education, Health, and Care Plans. The procurement is classified under 'Education and training services,' taking place in London and is currently in the tender stage, commencing on 25 November 2025. Suppliers must complete the Procurement Selection Questionnaire, Quality submission, and Price submissions by the tender period ending on 12 January 2026. Key features include a competitive flexible procedure, allowing various educational and vocational services, with a framework agreement potentially extending until 2031.

This tender presents a significant opportunity for businesses specialising in innovative and flexible education services, vocational training, and inclusion support. Particularly, SMEs and VCSEs catering to children with complex educational or behavioural needs, vocational education providers, and companies offering therapeutic interventions can benefit. Providers will be evaluated on quality (70%) and price (30%), encouraging high standards and cost-effectiveness. The framework allows for collaboration with Royal Greenwich Maintained Schools, Academy Trusts, and other local authorities, potentially expanding business reach and fostering partnerships across educational sectors. The upcoming market engagement event provides further opportunities for interested parties to interact and demonstrate potential service offerings.

### Planning Information

Soft market testing
Royal Borough of Greenwich is seeking to engage with providers of Alternative Provision (AP) placements, and education outreach providers, as part of our soft market testing exercise.
This process aims to explore the capabilities, innovations, and interest of providers in delivering services that meet the needs of children and young people requiring alternative provision, as well as those who need reintegration and education outreach support to remain engaged in their learning.
We are requesting feedback from experienced providers across two key service areas:
1. Alternative Provision (AP) Placements
Providers who can deliver flexible, high-quality education services to students unable to attend mainstream settings. We are particularly interested in services that support students with complex behavioural, social, or educational challenges in a safe and inclusive environment. Providers should offer a range of educational options, including vocational training, therapeutic interventions, and innovative learning models such as online or blended learning.
2. Education Outreach and Inclusion Support
This requirement focuses on supporting students who are on roll at an education setting but require additional intervention to re-engage with their studies. The goal of this lot is to provide targeted early intervention, re-integration, and outreach services that promote educational continuity and successful transitions between settings.
a. Support students' engagement while they remain enrolled in mainstream education setting.
b. Facilitate the smooth transition for students moving into an AEP or Pupil Referral Unit (PRU) placement.
c. Assist with reintegration back into mainstream schooling following an AEP placement.
Providers are encouraged to participate in a soft market testing exercise. The link to complete is available here: https://forms.microsoft.com/e/ZXJ5fF3S9p. Please provide your completed responses by Thursday 24th July 2025.
