## Summary

The Ministry of Justice in the United Kingdom is planning to establish a new Prison Operator Services Framework 2 (POSF2), following the expiration of the first framework in 2025. As part of the planning stage, the Ministry will conduct several market engagement events during August 2025, which aim to provide insights and generate interest in the new framework set to launch in Autumn 2025. These events include virtual sessions on social value and commercial aspects and an in-person session in London focusing on prison types, cohorts, and specialist needs. The procurement process will proceed through a competitive flexible procedure with a selective method targeting public security services and is anticipated to involve a framework agreement lasting up to eight years, opening opportunities for various supplier engagements throughout its lifetime.

This forthcoming tender presents significant growth opportunities for businesses capable of delivering prison operator services. Suitable contenders include those with experience in handling complex prison operational services, particularly in the domains of public security, law, and order services, due to their involvement in various service delivery models involving public, private, and voluntary sectors. The procurement and market engagement events will provide a platform for suppliers to better understand government requirements and align their service offerings to potential contracts valued at approximately £9.2 billion. Businesses with a strategic focus on innovation in custodial services, including addressing complex service needs such as mental health and rehabilitation, will find this procurement compelling and beneficial for long-term growth.

## Notice

The Authority is seeking to establish a multi-supplier Open Framework for Prison Operator Services (POSF2). Please note that the length of the Open Framework is yet to be determined as the Authority is still progressing through governance, however, it is anticipated it will be for a minimum of 8-years and will reopen at least twice throughout its maximum term. The Authority has tendered the operation of prisons to the private sector since the early 1990s and has long advocated a mixed approach to prison operation that includes public, voluntary and private sector involvement. The first generation of the Prison Operator Services Framework (POSF1) was established in July 2019 and expired in July 2025. An indicative timetable for the procurement is outlined below.
