## Summary

The Metropolitan Police Service is planning a procurement process titled "Act in a Box," aimed at expanding a hybrid e-learning tool to enhance incident response abilities, adhering to National Counter Terrorism Security Office (NaCTSO) guidance. This public authority, located at New Scotland Yard, Victoria Embankment, London, falls under the sub-central government sector. The procurement is in the planning stage, with the contract expected to commence by 8th September 2025 and run until 7th September 2028, with provisions for renewal. The project is set in the United Kingdom and falls under the industry category of e-learning services. The procurement method will be executed through a selective, competitive framework, specifically utilising the RM6219 Learning and Training Services DPS, with an anticipated contract value of £360,000 gross.

This tender offers substantial opportunities for businesses specialising in e-learning services to participate in a high-profile government project, with an emphasis on developing interactive training modules. Small to large enterprises proficient in creating digital learning tools, particularly those with experience in public sector contracts and security training applications, will find this opportunity particularly rewarding. By delivering innovative solutions for this sophisticated training model, businesses can augment their portfolio and establish a strong partnership with one of the UK's major law enforcement agencies. This contract is a lucrative proposition for firms aiming to broaden their market presence within the public safety domain.

## Notice

ACT in a Box is an interactive, hybrid e-learning tool which enables sites to rehearse and explore their incident response and apply NaCTSO guidance in a safe-to- fail environment. The objective of the contract will be to expand the ACT in a BOX product by delivering new attack scenarios for businesses of all sizes, containing one further attack scenario, by the end of the 2025/2026 financial year. In line with the structure of the existing product, the new package will involve a fictional scenario presented in a series of injects accompanied by visual material, with each phase followed by a period of group discussion and the corresponding national guidance. This most likely will be procured through RM6219 Learning and Training Services DPS
