## Summary

Durham County Council recently completed a procurement process for the provision of supported accommodation services for adults with complex needs, divided into three lots. The contract, titled "Contract for the provision of Supported Accommodation for people with Complex Needs," was conducted using an open procurement method under a light-touch regime. It is situated within the social work services with accommodation industry category, predominantly in the Durham region, UKC14. The procurement began with a tender notice dated 3rd July 2025 and culminated in awards announced on 7th October 2025. The contracts are set to commence on 1st April 2026, extending until 31st March 2029, with potential renewals up to 2031. Key milestones include the end of the standstill period on 16th October 2025 and the scheduled future signature date on 24th October 2025.

This tender presents an attractive opportunity for businesses providing high-quality social work and supported accommodation services, especially those specialising in complex adult care. The procurement allows for participation from both large enterprises and SMEs, evident from the awarded contracts to Inspire North and Durham Action on Single Housing Limited. As the opportunity is sectioned into distinct lots, specialised agencies can bid for specific service requirements such as high complex needs or female-only accommodation, supporting niche market growth. Successful bidders will work collaboratively with Durham County Council to deliver person-centred, sustainable services that reduce homelessness and engage clients with tailored support interventions, fostering long-term business partnerships and sector development.
