## Summary

This public procurement initiative concerns the NHS Blood and Transplant organisation, situated in Bristol, United Kingdom. The tender, titled "Hire of Supplementary Heating, Lighting and Cooling Equipment," falls under the industry category of goods, with a focus on facilities and building management services. The procurement is currently in the planning stage, following a preliminary market engagement notice published on 4th July 2025. Potential suppliers are invited to express their interest in attending supplier engagement meetings by 21st July 2025, with meetings scheduled for 25th July 2025. The procurement process aims to secure equipment necessary for mobile blood collection sessions across England, with the contract poised to start on 1st June 2026 and conclude by 31st May 2030.

This tender presents significant opportunities for businesses specialising in the hire of construction and civil engineering machinery, lighting, heating, and cooling equipment. Companies with capabilities to provide supplementary equipment for venues and those experienced in emergency delivery services are well-suited to compete. As NHSBT's operations are integral to public health, driven by the need for safety, efficiency, and compliance with regulatory standards, businesses in the utilities sector can leverage this opportunity to enhance their service portfolio and contribute to a critical public service. The procurement process also highlights potential future engagement, allowing interested companies a platform for business growth in partnership with a central government authority.

## Notice

NHS Blood and Transplant (NHSBT) have a requirement to hire equipment, both on a pre-planned and an emergency basis to support mobile collection sessions across the whole of England. This includes supplementary heating, lighting, and cooling equipment. NHSBT is responsible for collecting sufficient blood products to meet the demand of all hospitals. NHSBT's vision is to save and improve lives by continually striving to improve the safety, availability, quality, and efficiency of our services. To meet these demands, NHSBT operates approximately 50 mobile collection teams, who collect blood products every day of the week. For this, NHSBT hire local community venues across England ranging from small village halls to sports centre halls. The venue set up, and processes, used are required by law to comply with Blood, Safety and Quality Regulations to ensure the safety of donors and patients. The venue, and all equipment (including hired equipment) used within it, may therefore be subject to external regulatory inspection at any time. NHSBT collection sessions, typically operate from 8:00 until 18.00, or from 10.30 until 20.30. Other community groups may have access to the collection venues either before, during, or after these session times. Not all venues used for collection can provide all three considerations of heating, lighting and/or cooling equipment to the required standard, and additional heating, lighting and cooling equipment has to be hired. Delivery and collection of this equipment may be required on an urgent basis or out of hours. NHSBT wishes to invite those organisations who express an interest in this opportunity to Supplier engagement meetings to be held on 25th July 2025. Any interested organisations are asked to contact rowena.thomas@nhsbt.nhs.uk and carley.butcher@nhsbt.nhs.uk by no later than 17:00 on the 21st July 2025 to express their interest. If you do not respond by this date, you are not excluded from participating in the forthcoming tender, this date is to allow for optional supplier engagement meetings to be organised. There is no guarantee that a formal procurement process will be launched as a result of this early market engagement exercise, nor that any contract(s) will be placed. No remuneration or compensation etc will be paid to organisations who take part in this early market engagement exercise. Suppliers should take part in this process only on the basis that they fully understand and accept this position. Further information e.g. draft technical specification, award criteria and timescales may be released for consultation purposes only, to organisations who express an interest in this notice.
