## Summary

West Berkshire Council is in the planning stage of procuring a digital transformation solution for the Digital Family Hub, aimed at creating a unified source of information about local services for families in Newbury, United Kingdom. The procurement process is classified under the services category, focusing on IT services, educational software packages, and platform interconnectivity software development. The council is currently engaging the market with a milestone due date for supplier input set for 16th July 2025. The full tender notice is expected to be communicated by 25th August 2025, with the contract period starting on 1st September 2025 and extending potentially until 30th August 2030.

This procurement initiative presents significant opportunities for businesses involved in IT consultancy, software development, and digital solutions. Small and medium enterprises (SMEs), as well as voluntary, community and social enterprises (VCSEs), are particularly well-suited to participate, given the council's suitability criteria. Businesses that can deliver innovative digital solutions and contribute to enhancing the West Berkshire Family Hub infrastructure are encouraged to compete in this transformative project. The emphasis on digital accessibility and integration across partner organisations suggests strong growth potential for companies offering services in networking, internet software, and communication software packages.

## Notice

West Berkshire currently uses the West Berkshire Directory to provide families with a single, accessible source of information about local services. Some online features, such as booking and payment options, have been introduced to support residents in accessing services. However, these do not meet the full requirements of the Department for Education's (DfE) for a universal front door. Family Hubs must be built around three core delivery principles: Access, Relationships, and Connections. Each area is expected to meet minimum standards to provide digital access to information, guidance, and support across all aspects of the programme. This includes offering a universal 'front door'--a one-stop shop for family support services that integrates both physical and virtual access. To meet and exceed these expectations, West Berkshire's Family Hubs are seeking a digital transformation solution. The goal is to go beyond the DfE's minimum requirements and deliver broader improvements to the local digital infrastructure, enabling more coordinated, effective support for early intervention, prevention, and family services across partner organisations.
