## Summary

This contract award notice concerns the emergency provision of Acute Visiting Services in South Staffordshire by NHS Staffordshire and Stoke-on-Trent Integrated Care Board (ICB). The procurement process for this health service falls under the Provider Selection Regime, enacted due to the incumbent supplier, Vocare Ltd, entering administration. The ICB has awarded this contract to PHL Group on an urgent basis without prior publication due to the essential nature of the service. The contract, beginning on 5th June 2025, will run until 31st March 2027, during which a longer-term solution will be sought to ensure continuity and patient care. This award was confirmed on the basis of an urgent need and is governed by the Health Care Services (Provider Selection Regime) Regulations 2023. The delivery location is in South Staffordshire (region UKG24), with an emphasis on maintaining health services while assessing long-term solutions.

This procurement presents significant opportunities for businesses in the healthcare sector, particularly those with capabilities in managing essential health services under rapid implementation conditions. Companies with experience in delivering acute care or possessing substantial healthcare service delivery infrastructure may find competitive advantage and growth potential in similar urgent service provisions. The procurement method, which involved a limited and urgent award without a prior competitive process, favours businesses that can quickly mobilise resources and have adequate capacity to ensure consistent service delivery during critical periods. The contract, valued at £2,328,589, underscores the business potential in stabilising healthcare services in the region.
